Dispute a Bill or Service Charge
To dispute a charge on your combined utilities bill:
Pay all undisputed charges
• to avoid collection on your account
• to avoid delinquency and penalty fees
Contact Seattle Public Utilities (SPU) in a timely manner. A charge is not considered in dispute until you have contacted us.
By phone
Call an SPU Customer Service Representative at (206) 684-3000.
In person
Visit the Walk In Service Center, on the 27th floor of the Seattle Municipal Tower (formerly Key Tower), 700 5th Avenue, in Downtown Seattle.
By mail
- • Explain what and how much you are disputing and why.
- • Describe what action you are requesting.
- • Mail your letter to:

To contest a dispute decision
If you are dissatisfied with the response to your initial inquiry, request a supervisory review by telephone, in person or by mail.
If you disagree with the findings and decisions of a supervisory review, submit a written request to the attention of the Utility Hearing Officer.

- • State why you are disputing a charge or decision.
- • Describe what action you are requesting.
