Numbers of gray wolves within the watershed are primarily a result of influences outside the watershed, primarily landscape-level development and human use. Consequently, we measure progress under the HCP by focusing on habitat protection.

We measure protection from human disturbance through amount and location of roads decommissioned (see road decommissioning metrics).
