2007 Water System Plan
Seattle Public Utilities (SPU) updates the Water System Plan (WSP) every six years under Washington Department of Health (DOH) regulations for public drinking water suppliers.
SPU’s 2007 Water System Plan includes important new and updated policies for the utility as well as plans of actions for each business area within the water utility. It reinforces SPU’s commitments for:
1. ensuring long-term high-quality water supply while protecting instream resources,
2. using Asset Management principles in business decisions throughout the utility to stretch available resources and make best use of our existing assets in the long-term,
3. continuing to be a leader in water conservation,
4. being customer-driven and
5. working together with other regional water providers to address regional water issues.
Public Review and Comments
SPU released the 2007 Water System Plan Public Review Draft on July 20, 2006. There were four public meetings held in August 2006 on the draft plan to inform customers about details of the plan and provide public forums for input on the plan. Two of the public meetings were held within the City of Seattle and two were held within the area served by Seattle’s wholesale water customers. The Plan Summary and Presentation of Plan used at the public meetings are posted on this page. August 31, 2006 marked the end of the public comment period for the draft plan.
SEPA Process
On August 3, 2006, SPU issued an Environmental Checklist and Threshold Determination of Non-Significance (DNS) for the 2007 Water System Plan, in compliance with the State Environmental Policy Act (SEPA) under RCW 43.21C and the Seattle SEPA Ordinance, Chapter 25.05 of the Seattle Municipal Code. The DNS and Environmental Checklist are available to view and download from this web page.
The comment period on the SEPA process for the draft plan ended on August 31, 2006. No comments were received.
Plan Approval
The draft plan, along with recommended changes to address the comments received on the plan, was reviewed by Mayor Greg Nickels and the Seattle City Council. In December 2006 City Council approved Ordinance 122309 to adopt the plan with the recommended changes. DOH approved the final plan in April 2007.
