Landsburg Mitigation

Seattle Public Utilities (SPU) has been working with county, state, federal, and Tribal resource managers and other interested parties for many years to develop and implement a comprehensive salmon rehabilitation program that addresses the life history and habitat requirements of the fish of the Cedar River.

Part of this effort involved the development of acceptable mitigation measures for the fish migration barrier created by the Landsburg Water Supply Diversion Dam on the Cedar River.

Legislative direction was provided in the 1989 Senate Bill 5156, and additional direction was provided by interagency policy and technical committees created through this legislation. Mitigation commitments were agreed to and incorporated into the Cedar River Watershed Habitat Conservation Plan (HCP) in April 2000.

Through the HCP, the City committed to three types of long-term mitigation measures:

    1. fish passage facilities at Landsburg Dam
    2. a replacement Sockeye hatchery and
    3. habitat protection and improvements downstream of the dam.
The City also committed to mitigation measures to provide support for sockeye, coho, Chinook and steelhead while the long-term mitigation measures are being implemented. These included:

    1. operational funding for the interim Sockeye hatchery operated by the Washington Department of Fish and Wildlife; and
    2. funding for research, supplementation or other actions approved by the Parties for the benefit of coho, Chinook or steelhead.
While these actions address state mitigation concerns, they also serve a much broader regional interest of salmon recovery. When examined as a whole, the HCP addresses many of the interests commonly associated with improvements that need to be made to reestablish the health of our salmon populations. Examples include: Habitat protection, restoration of access, watershed management, sufficient instream flows, research into the underlying causes of decline and the prudent use of hatcheries.
