Instream Flow Commission

The Instream Flow Commission (IFC) serves as a forum for communication among the Parties to the Instream Flow Agreement (IFA) of technical information on hydrologic conditions, facility and system operations, fish biology and ecology; coordination among the Parties on matters related to implementation of the IFA; and sharing of information and discussion concerning potential use of unallocated non-firm Cedar River water. Members of the IFC include representatives from the National Marine Fisheries Service, U. S. Fish and Wildlife Service, U. S. Army Corps of Engineers, Washington Department of Fish and Wildlife, Washington Department of Ecology, Muckleshoot Indian Tribe, King County Department of Natural Resources and Parks and City of Seattle.

The IFA commits the City of Seattle to a binding set of minimum instream flow requirements in order to ensure greater certainty in river flows, thereby contributing to the protection of aquatic resources above and below the Landsburg dam. It also requires the City to supplement these minimum flows under specified conditions, and to operate City facilities according to specified guidelines, make certain improvements to City facilities in the Cedar River system, and conduct related studies.
