South Recycling and Disposal Station (SRDS)
Site Preparation Work Planned for 2010
The school buses moved off the site at South Kenyon Street in July 2009 because the tenant’s lease expired. First Student has renegotiated their lease with SPU and will move back to the site in late August, but will only be allow to stay through December 2009. They must be off the site by January because site preparation work for the new transfer station will begin. The Starline buses relocted to another site between Boeing Field and Rainier Beach and will not move back to the site.
Site preparation work is planned for 2010 at the South Kenyon Street Bus Yard site. Site work is necessary in order to prepare for the construction of a new solid waste transfer station.. Demolition of the existing buildings may occur in early 2010.. Site preparation work will include the removal of contaminated soil, backfill with clean soil, and relocation of a subsurface storm drain pipe to the perimeter of the site.
Input Received on the Design of a New South Transfer Station
Seattle Public Utilities (SPU) formed a stakeholder group of station users and community members in 2007 to obtain more detailed input regarding the design of a new South transfer station and recycling facilities as explained in the group charter. The group met once in 2007 and three times in 2008. The meetings resulted in a document summarizing potential issues and methods that SPU would use to address those issues.

On March 25, 2008, a public open house was held in the South Park Community Center to obtain public input for the design of the new South transfer station and recycling facilities. SPU also participated in the July 22, 2008 public meeting at the same location to answer questions about the transfer station.
Design Team Selection Process
A Request for Qualification (RFQ) was issued by SPU in July 2008 to obtain Statements of Qualifications (SOQ) from firms interested in submitting proposals regarding the design and construction of the City’s new south transfer station. Six proposal teams responded and SPU selected four of the teams to submit a full proposal. The four selected proposal teams are:
- • CDM with Mithun, Parametrix, EnviroIssues
- • CH2M HILL with Herrera Environmental Consultants, J.R. Miller and Associates, Nakano Associates, Norton-Arnold & Co., RRT Design and Construction, The Greenbusch Group
- • HDR with PCL, Margaret Norton-Arnold, Shannon & Wilson Inc., HBB Landscape Architecture, True North Land Surveying, Inc.
- • Mortenson Construction with URS, Reed Wagoner, The Miller/Hull Partnership, Swift Co. LLC, O’Brien & Co.
A Request for Proposals (RFP) was issued in May 2009 and proposals from the above teams will be reviewed in fall 2009 with a decision made by winter 2009. The design of the new transfer station will begin in the winter of 2009 with completion of construction around 2012.
Environmental Studies Completed
SPU also completed environmental studies for the reconstruction of a new South transfer station and recycling facilities and issued a Determination of Non-Significance (DNS) on February 25, 2008. The DNS was prepared in compliance with the State Environmental Policy Act (SEPA).

Notice of Addendum Availability
An addendum was prepared in 2009 to the Environmental Checklist that evaluates potential environmental impacts associated with site preparation work that was not specifically described or analyzed in the 2008 SEPA Environmental Checklist. The proposed additional work includes the following:
1. Excavation and removal of contaminated soil and backfill with clean soil;
2. Excavation and fill of a drainage ditch (part of which is classified as a wetland); and,
3. Realignment of a subsurface storm drain pipe

Additional Studies Completed in 2008
In 2008, SPU performed subsurface investigations at the South Kenyon Street Bus Yard site in order to characterize the subsurface soil and groundwater conditions prior to construction of a new transfer station on the site. Some soil contamination was found at the site and will be removed for environmental reasons before constructing the transfer station. View the press release (PDF) for more information.
