Solid Waste Facility Update

In July 2008, Seattle Public Utilities (SPU) held an open house and tour of the new South Transfer Station site for engineering and construction firms. A Request for Qualifications (RFQ) was issued for the design and construction of a new South Transfer Station and six proposal teams responded. In September, SPU selected four of the six teams to submit a full proposal for the design and construction of the new facility. A formal Request for Proposals (RFP) will be issued this summer. Proposal preparation by the firms is expected to take about three months. SPU plans to select a design-build contractor by the winter of 2009 to begin design.

Design of a new North Transfer Station was deleted from the current contract solicitation because the environmental review decision was under appeal. The appeal has been resolved at the administrative level by the City’s Hearing Examiner, but in December 2008, the appeal was subsequently filed in state court. Court proceedings are expected to take place in 2009 and possibly in 2010
