Stormwater Management Program

Stormwater is the term for water that runs off the roofs, streets, lawns and other surfaces in the city following rainfall events. As the water drains off these surfaces it washes off pollutants such as oil and grease, chemicals, pet waste and trash. The water and pollutants end up in the storm drain system, of which nearly half drains directly to streams, lakes or Puget Sound.

Why are we concerned with stormwater in Seattle?
Various studies conducted locally and nationally have determined that stormwater may be the leading cause of water quality and habitat problems in urban waterways. The pollution washed off the city in stormwater can injure aquatic organisms, their habitat, and harm human health. The quality of stormwater from the City of Seattle ultimately impacts Puget Sound.


How is stormwater regulated?
Stormwater discharges are regulated by the Clean Water Act, National Pollutant Discharge Elimination System (NPDES) permit program. This program requires permits for municipal stormwater discharges to surface waters. In this State, the Washington Department of Ecology administers the NPDES permit program. In January of 2007, the Department of Ecology re-issued the Phase I Municipal Stormwater Permit.

What is the City of Seattle doing?
The City has had a stormwater management program since 1995. In the next months, The City will be revising the program to reflect the new permit requirements and additional information that has been obtained by the City. The City would like public input on this program.
