Comprehensive Drainage Plan
Flood protection…habitat enhancement… water quality…and other drainage services… all of these are important components of the work the City of Seattle does in the course of managing our stormwater, drainage and runoff.
During 2003 and 2004, Seattle Public Utilities (SPU) prepared a new Comprehensive Drainage Plan to examine how we manage stormwater in our City. SPU undertook this update to the 1988 and 1995 Plans to reflect emerging citywide perspectives on surface water management.
Charting a Broader Course
Past stormwater plans focussed on major flooding problems in the City. This Plan charts a broader course for surface water management that reflects SPU’s strengthened commitment to protecting and, where possible, improving Seattle’s surface water resources. The Plan divides SPU’s drainage program into four areas:
- • Stormwater and Flow Control
- • Landslide Mitigation
- • Aquatic Resource Protection – Water Quality
- • Aquatic Resource Protection – Habitat
The Plan contains the policy guidance, levels of service and direction for capital and operating programs for each of these four areas.
Moving Forward
The Plan was adopted by the Seattle City Council in January 2005. SPU is now moving forward to implement the policies and direction laid out in the Plan. Part of that direction includes candidate projects and programs, and spending and financial estimates for 2005-2010. All costs and final projects and programs will be modified as they go through SPU’s Asset Management screening and the annual budget process.
