The City of Seattle’s Clear Alleys Program (CAP) is aimed at:
SPU Director’s Rule SW-406.1 "Temporary Container and Bag Placement and Removal at Curbs and Public Alleys" (pdf) clarifies the City of Seattle’s authority in managing the use of public right-of-ways concerning the storage of all containers used for any purpose. A specific section of the rule describes the Clear Alleys Program and Designated Business Districts where the prepaid bag service for garbage and recycling should be used by those customers who do not have storage space for their own containers. Those service areas apply to parts of Belltown, Downtown, Pioneer Square, the International District, and Columbia. Within those Designated Business District areas there can be no permanent storage of containers in the public right-of-way.
In the Columbia City Designated Business District (see map of service area) containers not stored off the right-of-way will be removed June 1, 2014 through June 30, 2014. Customers without storage space for containers will need to use prepaid bags offered through the City contractor and private recyclers for their garbage and recycling as of July 1, 2014.
