The South Lake Union Streetcar: Construction Guide

November 2006

The Seattle Streetcar Monthly Construction Guide previews upcoming construction activities for the South Lake Union Streetcar Project. The construction guide provides general information about the type and duration of work and traffic control plans. During construction the Project team will make every effort to minimize construction impacts to local businesses and residents.

In October 2006, work related to City Light (SCL) and Seattle Public Utilities (SPU) infrastructure will continue, the shipment of streetcar rail will arrive from overseas and the Project team will begin construction of the streetcar trackway along Fairview Avenue North. Several ongoing SCL construction activities will be completed by the end of October or early November (see below). Work hours may be extended 7:00 a.m. to 7:00 p.m. in order to complete SCL work prior to the Downtown holiday moratorium.

Trackway construction features excavation of a shallow (20") trench, formwork for reinforcing bars and track placement, and concrete encasement of the track and reinforcement. In selected locations, track drains are also installed, requiring installation of drainage pipes outside of the trackway to connect to existing drainage facilities.

The Project team will install the third large electrical vault and continue work on the ductbanks for the SCL Downtown Network. This new infrastructure is being installed to ensure SCL service is not impacted by Streetcar rail construction or operations. SPU water mains that conflict with Streetcar facilities will be replaced, and existing SPU drainage infrastructure upgraded with the Project.

Most construction will occur in these areas:
  • Westlake Avenue Corridor, between Stewart Street and Denny Way
  • Fairview Avenue Corridor, between Valley Street and Yale Street

TRACK CONSTRUCTION

Complete installation of streetcar rail on Thomas Street between Westlake Avenue and Terry Avenue .

Excavate, construct rail, pour track slab and plate over streetcar rail . This work features a shallow trackway excavation and installation of rail. Construction will occur during normal business hours.

  • Duration: Two weeks
  • Traffic control: Close street during construction
  • Private Development: Coordinating installation of rail with Vulcan and Block #40 Development.
  • Stakeholder Outreach: Notifying and coordinating construction with area stakeholders that include Small Changes Wholesale Distribution and Culinary Couriers.

Complete installation of streetcar rail on Terry Avenue between Mercer Street and Valley Street .

Excavate, construct rail, pour track slab and plate over streetcar rail . This work features a shallow trackway excavation and installation of rail. Construction will occur during normal business hours and will not require the closure of Terry Avenue .

  • Duration: Two weeks
  • Traffic control: Maintain one lane for northbound and local access. Close street to southbound traffic.
  • Private Development: Coordinating installation of rail with Conoco Phillips/Parcel 14 cleanup.
  • Stakeholder Outreach: Notifying and coordinating construction with area stakeholders that include West Marine and Conoco Phillips.

Continue installation of streetcar rail along Fairview Avenue North

Excavate, construct rail, pour track slab and plate over streetcar rail . This work features a shallow trackway excavation and installation of rail. Construction will occur during normal business hours and will not require the closure of Fairview Avenue North . Traffic will be limited to one north and one south bound lane with limited left turns

  • Duration: October 2006 to January 2007
  • Traffic control: Maintain one northbound and south bound traffic lane. Limited left turns.
  • Private Development: None
  • Stakeholder Outreach: Notifying and coordinating construction with area stakeholders that include Fred Hutchinson Cancer Research, Chandler ’s Cove, Daniel’s Broiler and SLU Residence Inn.

ADVANCE UTILITY WORK

Complete installation of a SCL electrical ductbank on Virginia Street between Westlake Avenue and Sixth Avenue .

Excavate, shore, set conduit, and backfill approximately a 3’ wide trench. This work will require deep excavation (12 to 18 feet deep). Note: During construction Virginia Street between 4 th and 6 th Avenue will be limited to transit and local access only. Virginia Street between 6 th and Westlake Avenue will be transit only.

Complete installation of a SCL electrical ductbank from Sixth Street Alley to intersection of Westlake Avenue and Virginia Street .

Excavate, shore, set conduit, and backfill approximately a 3’ wide trench. This work will require deep excavation (12 to 18 feet deep) and will require the temporary closure of several lanes of traffic during construction on Westlake .

Continue installation of a SCL electrical ductbank on 7 th Avenue between Virginia Street and Westlake Avenue .

Excavate, shore, set conduit, and backfill approximately a 3’ wide trench. This work will require deep excavation (12 to 18 feet deep) and will require the temporary closure of several lanes of traffic during construction on Westlake . NOTE: This work is north of Virginia Street and will take place in December and January.

*Note: Work hours for installation of some segments of the electrical ductbank may be extended 7:00 a.m. until 7:00 p.m. in order to complete SCL work prior to the Downtown holiday moratorium.

Replace or relocate SPU drainage infrastructure and water mains that conflict with Streetcar in the on Terry Avenue between Thomas and Valley Streets.

MAINTENANCE FACILITY

Demolish existing building, set temporary shoring, excavate site. Start dates for shoring and excavation are tentative, dependent on permitting timeframes
