The South Lake Union Streetcar: Construction Guide

March 2007

The Seattle Streetcar Monthly Construction Guide previews upcoming construction activities for the South Lake Union Streetcar Project. The construction guide provides general information about the type and duration of work and traffic control plans. During construction the Project team will make every effort to minimize construction impacts to local businesses and residents.

In March 2007, the Seattle Streetcar Team will perform work related to installing track drain leads in the downtown area, continue to set traffic signal and catenary pole foundations, start foundation construction at the Streetcar maintenance facility and start pavement restoration along Fairview .

The contractor expects to achieve substantial completion of Streetcar trackway on Terry Avenue and Harrison Street . In addition, work related to Seattle Public Utilities (SPU) water facilities will conclude at the end of the month. The Streetcar contractor is performing additional electrical utility improvement work on behalf of Seattle City Light at two locations in South Lake Union. Seattle City Light crews are also making electrical system improvements in the area.

DOWNTOWN AREA

ADVANCED UTILITY WORK

OVERHEAD CATENARY SYSTEM

Construct joint-use pole foundations on Westlake between Olive Way and Denny Street.

Saw cut, excavate 3x3 hole approximately 18’ feet deep, set rebar, anchor plate and foundation for pole mounting. *Note: Poles will be set a future date.

  • Duration: 2 days per pole location
  • Traffic Control: Approximately 150’ of parking strip or parking lane will be occupied during work hours at each location. *Please note: Two joint-use poles will be installed on the northbound lanes of Westlake Avenue between Olive Way and Stewart Street. This will result in the permanent closure of these lanes.

Install signal interconnect system for Westlake between Olive Way and 9th

Saw cut, excavation, duct bank and vault installation, backfill and temporary restorations.

  • Duration: February thru March 23rd.
  • Traffic: Limited lane restrictions during work hours. Parking restrictions

SOUTH LAKE UNION AREA

ADVANCED UTILITY WORK

Complete the decommissioning of waterline at Denny Way and Westlake Avenue.

  • Duration: February 28th to March 4 th Note: restoration scheduled to occur March 10th
  • Traffic Control: During work hours traffic on Denny Way restricted to one lane in each direction. To minimize traffic impacts work will typically occur between the hours of 7:00 p.m. and 6:00 a.m. and crews will work during the weekends.

Complete installation of SCL vault and duct bank on eastern sidewalk of Westlake Avenue just south of Thomas Street.

Excavate, set 8’x14’ vault, set conduit and backfill.

  • Duration: February 5th to March 15th
  • Pedestrian traffic will be rerouted around construction zone.

Install Streetcar track drain leads at SW corner of Republican Street and Westlake Avenue.

Excavate, shore, install track drains and back fill. This work requires deep excavation(10 – 20 feet deep).

  • Duration: February February 27th to March 7th
  • Traffic control: Traffic limited to one/two near construction zones. Westlake restored to normal operations at end of work day.

Install storm track drain, 8” tie-in and 4” inlet on Westlake Avenue between Thomas Street and Harrison Street.

  • Duration: March 5th – March 14th
  • Traffic control: Traffic limited to one/two lanes near construction zones. Westlake restored to normal operations at end of work day.

Install a SCL duct bank on the west side of the intersection of Fairview Avenue and Harrison Street.

Saw cut, excavate 4 to 8 feet deep, set conduit and backfill.

  • Duration: Work will occur over the weekends of 3/3 and 3/10

TRACK INSTALLATION

Excavate, construct rail, and pour track slab. This work features a shallow trackway excavation and installation of rail. Construction will typically occur during normal business hours and will not require road closures.

Complete installation of Fairview Avenue Streetcar platform.

Between Aloha Street and Yale Street

  • Complete by March 14th
  • Traffic control: Maintain one northbound and south bound traffic lane during work hours. Left turns maintained.

*Track installation on Fairview Avenue between Valley Street and Yale Street is substantially complete.

Complete installation of streetcar rail on Terry Avenue between Thomas Street and Republican Street.

  • Complete by March 9th
  • Traffic control: North/south access maintained

Complete streetcar rail installation on Harrison Street between Terry Avenue and Fairview Avenue.

  • Duration: February 12th to March 15th
  • Traffic control: Harrison Street one-way westbound. Parking restrictions.

Streetcar rail installation at the Harrison Street and Fairview Avenue intersection.

  • Duration: March 19 th to April 3 rd
  • Traffic control:

(Week of 3/19) Fairview Avenue restricted to one lane in each direction. Harrison Street closed to thru traffic.

(Week of 3/25) During non-peak hours traffic will be channeled to one north and south bound lane near the Fairview/Harrison intersection. Two south bound lanes will be maintained during the morning rush-hour commute (7:00 a.m. to 9:00 a.m.) Two north bound lanes will be maintained during the afternoon rush-hour commute (4:00 p.m. to 6:00 p.m.).Eastbound on Harrison Street off of Fairview Avenue North will be closed. One lane westbound on Harrison Street will be maintained.

Streetcar rail installation on Westlake between Mercer Street and Republican Street

  • Duration: February 27th thru March 15th
  • Traffic control: No changes to current traffic configuration.

Construct the Westlake/Mercer Streetcar platform.

  • Duration: March 12 th thru April 6 th
  • Traffic control: No changes to current traffic configuration.

Streetcar rail installation on Westlake between Republican Street and Harrison Street.

  • Duration: March 5th thru March 29
  • Traffic control: Westlake restricted to two lanes northbound. Parking on west side of Westlake Avenue restricted for duration of work. Parking on eastside of Westlake restricted during work hours.

FAIRVIEW AVENUE ROADWORK

In front of the Marriott Inn’s eastern driveway repave a 40’ segment of the southern most lane on Fairview Avenue North and the adjacent sidewalk.

  • Duration: March 26th thru April 2nd
  • Traffic Control: Traffic channeled to one lane eastbound near construction.

Repave the northern portion of the Valley and Fairview intersection

  • Duration: April 2nd thru 9th
  • Traffic Control: Lane restrictions on Valley and Fairview.

Set the foundations, footing and first floor walls for the streetcar maintenance facility.
