The South Lake Union Streetcar: Construction Guide
February 2007
The Seattle Streetcar Monthly Construction Guide previews upcoming construction activities for the South Lake Union Streetcar Project. The construction guide provides general information about the type and duration of work and traffic control plans. During construction the Project team will make every effort to minimize construction impacts to local businesses and residents.

In February 2007, the Seattle Streetcar Team will continue work on Seattle Public Utilities (SPU) water supply and drainage facilities, start foundation construction at the Streetcar maintenance facility, complete trackway installation at three high traffic intersections and continue with trackway installation in South Lake Union.
The contractor will achieve substantial completion of Seattle City Light (SCL) Downtown Network power distribution infrastructure. The new facilities eliminate conflicts between the Streetcar trackway and existing SCL infrastructure. In addition, the contractor will begin installation of underground track crossings that SCL has elected to install prior to track construction to facilitate future under grounding of SCL facilities in South Lake Union.
DOWNTOWN AREA
Westlake Avenue between Olive Way and Denny Street
ADVANCED UTILITY WORK
Complete installation of a SCL electrical ductbank on Seventh Avenue from Virginia Street to the north side of Westlake Avenue.
Excavate, shore, set conduit, and backfill approximately a 3’ wide trench. This work will require deep excavation (12 to 18 feet deep).
- Complete by the February 16th
- Traffic control: Traffic limited to one or two lanes each way near construction zone.
OVERHEAD CATENARY SYSTEM
Construct 8 to 12 joint-use pole foundations on Westlake between Olive Way and Denny Street .
Saw cut, excavate 3x3 hole approximately 18’ feet deep, set rebar, anchor plate and foundation for pole mounting. *Note: Poles will be set a future date.
- Duration: 2 days per pole location
- Traffic Control: Approximately 150’ of parking strip or parking lane will be occupied during work hours at each location. *Please note: Two joint-use poles will be installed on the northbound lanes of Westlake Avenue between Olive Way and Stewart Street . This will result in the permanent closure of these lanes.
Install signal interconnect system for Westlake between Olive Way and 7th
Saw cut, excavation, duct bank and vault installation, backfill and temporary restorations.
- Duration: February 5 th to February 28 th
- Traffic: Limited lane restrictions during work hours.
SOUTH LAKE UNION AREA
ADVANCED UTILITY WORK
Complete installation of a 12” waterline on Westlake Avenue between Denny Street and Thomas Street.
Excavate, set and test 12’ waterline, and backfill approximately a 3’ wide and 4’ deep trench. Transfer and abandon 10 water services.
- Duration: Complete by February 28th
- Traffic control: Traffic limited to one/two lanes near construction zone. Westlake restored to 4 lanes at 3:30 p.m.
Install SCL vault and duct bank on eastern sidewalk of Westlake Avenue just south of Thomas Street.
Excavate, set 8’x14’ vault, set conduit and backfill.
- Duration: February 5 th to March 2nd
- Pedestrian traffic will be rerouted around construction zone.
Install a SCL duct bank on the west side of the intersection of Harrison Street and Boren Street.
Saw cut, excavate 4 to 8 feet deep, set conduit and backfill.
- Duration: February 5 th to 23 rd
Install Streetcar track drain leads at SW corner of Harrison Street and Westlake Avenue.
Excavate, shore, install track drains and back fill. This work requires deep excavation(10 – 20 feet deep).
- Duration: February 15 th to 21 st
- Traffic control: Traffic limited to one/two near construction zones. Westlake restored to 4 lanes at 3:00 p.m.
Install storm catch basin and tie mid-block on Westlake Avenue between Thomas Street and Harrison Street .
- Duration: February 21 st to 23 rd
- Traffic control: Traffic limited to one/two near construction zones. Westlake restored to 4 lanes at 3:00 p.m.
TRACK INSTALLATION
Excavate, construct rail, and pour track slab. This work features a shallow trackway excavation and installation of rail. Construction will typically occur during normal business hours and will not require road closures.
Complete installation of streetcar rail along Fairview Avenue North.
Between Aloha Street and Yale Street
- Complete by the week of February 19th
- Traffic control: Maintain one northbound and south bound traffic lane during work hours. Left turns maintained.
Install the Fairview Avenue stop platform.
- Complete by the week of February 19 th
- Traffic control: Construction zone will occupy a segment of the left turn lane.
Complete installation of streetcar rail on Terry Avenue between Thomas Street and Republican Street .
- Complete by February 28 th
- Traffic control: North/south access maintained. West/east bound on Harrison closed for three weeks. Republican Street limited to one east and west lane of traffic for three weeks.
Streetcar rail installation on Harrison Street between Terry Avenue and Fairview Avenue .
- Duration: February 12 th to March 15 th
- Traffic control: Intersection of Terry Avenue and Harrison Street closed for 3 weeks. Local access only

Saw cut, excavate 3x3 hole approximately 18’ feet deep, set rebar, anchor plate and foundation for pole mounting. *Note: Poles will be set a future date.
- Duration: 2 days per pole location
- Traffic Control: Approximately 150’ of parking strip or parking lane will be occupied during work hours at each location.
MAINTENANCE FACILITY
Set the foundations, footing and first floor walls for the streetcar maintenance facility.
