The South Lake Union Streetcar: Construction Guide

December 2006

The Seattle Streetcar Monthly Construction Guide previews upcoming construction activities for the South Lake Union Streetcar Project. The construction guide provides general information about the type and duration of work and traffic control plans. During construction the Project team will make every effort to minimize construction impacts to local businesses and residents.

In December 2006, work related to Seattle Public Utilities (SPU) water supply and drainage facilities will continue, shoring and excavation activities at the Streetcar maintenance facility location will begin and the Project team will continue with the construction of the streetcar trackway along Fairview Avenue North .

The contractor has achieved substantial completion of over 90% of Seattle City Light (SCL) Downtown Network power distribution infrastructure. The new facilities eliminate conflicts between the Streetcar trackway and existing SCL infrastructure. SCL work has ceased until after the Downtown holiday moratorium.

For the month of December 2006 most construction will occur in these areas:

  • Westlake Avenue Corridor, between Denny Street and Mercer Street
  • Fairview Avenue Corridor, between Valley Street and Yale Street
  • Terry Avenue Corridor, between Thomas Street and Valley Street

TRACK CONSTRUCTION

Continue installation of streetcar rail along Fairview Avenue North

Excavate, construct rail, pour track slab and plate over streetcar rail . This work features a shallow trackway excavation and installation of rail. Construction will occur during normal business hours and will not require the closure of Fairview Avenue North .

  • Duration: October 2006 to mid-January 2007
  • Traffic control: Maintain one northbound and south bound traffic lane. Limited left turns.
  • Private Development: None
  • Stakeholder Outreach: Notifying and coordinating construction with area stakeholders that include Fred Hutchinson Cancer Research, Chandler ’s Cove, Daniel’s Broiler and SLU Residence Inn.

Complete installation of streetcar rail on Terry Avenue between Mercer Street and Valley Street .

Excavate, construct rail, pour track slab and plate over streetcar rail . This work features a shallow trackway excavation and installation of rail. Construction will occur during normal business hours and will not require the closure of Terry Avenue .

  • Duration: Two weeks
  • Traffic control: Maintain one lane for northbound and local access. Close street to southbound traffic.
  • Private Development: Coordinating installation of rail with Conoco Phillips/Parcel 14 cleanup.
  • Stakeholder Outreach: Notifying and coordinating construction with area stakeholders that include West Marine and Conoco Phillips.

Continue installation of streetcar rail along Fairview Avenue North

Excavate, construct rail, pour track slab and plate over streetcar rail . This work features a shallow trackway excavation and installation of rail. Construction will occur during normal business hours and will not require the closure of Fairview Avenue North . Traffic will be limited to one north and one south bound lane with limited left turns

  • Duration: October 2006 to January 2007
  • Traffic control: Maintain one northbound and south bound traffic lane. Limited left turns.
  • Private Development: None
  • Stakeholder Outreach: Notifying and coordinating construction with area stakeholders that include Fred Hutchinson Cancer Research, Chandler ’s Cove, Daniel’s Broiler and SLU Residence Inn.

TERRY AVENUE UTILITY WORK
Between Thomas Street and Republican Street .

Complete track drain lead at Terry Avenue and Republican

  • Duration: Week of December 4 th
  • Traffic control: Local access only off of Harrison Street - Terry Avenue at Republican closed to through traffic.

Complete future storm service on Terry Avenue just north of Republican Street

  • Duration: Week of December 11 th
  • Traffic control: Local access only off of Harrison Street - Terry Avenue at Thomas Street closed to through traffic.

Complete storm and water work at the intersection of Terry Avenue and Harrison Street

  • Duration: Work starts week of December 18 th, lasts 3-5 weeks
  • Traffic control: Intersection at Terry Avenue and Harrison closed to through traffic.

Stakeholder Outreach: Notifying and coordinating construction with area stakeholders that include Bio-Rad, Merck, Vulcan, David Smith, Pande Cameron, SLUFAN, SLUNET etc. Includes email notification, door-to-door, scheduled meetings, media advisory and presentations.

Private Development: Coordinating work with Vulcan & GLY and their development at block 40.

WESTLAKE AVENUE UTILITY WORK
Between Denny Street and Mercer Street .

Start work to install track drain leads between Denny Street and Mercer Street .

  • Duration: December to the end of January
  • Traffic control: Traffic limited to one/two near construction zones. Westlake restored to 4 lanes at 3:00 p.m.

Install 12” waterline on Westlake Avenue between Denny Street and Thomas Street

  • Duration: December 15th to end of January
  • Traffic control: Traffic limited to one/two lanes near construction zone. Westlake restored to 4 lanes at 3:00 p.m.

Stakeholder Outreach: Notifying and coordinating construction with area stakeholders that include Bio-Rad, Merck, Vulcan, David Smith, Pande Cameron, SLUFAN, SLUNET etc. Includes email notification, door-to-door, scheduled meetings, media advisory and presentations.

Private Development: Coordinating work with Vulcan & GLY and their development at block 40.

MAINTENANCE FACILITY

Drill and install piles, set shoring, excavate site to track level at Harrison Street entrance to maintenance yard.
