To analyze the potential effects of this project, the City conducted an environmental analysis of the Elliott Bay Seawall Project under the Washington State Environmental Policy Act (SEPA). Analysis completed for the Environmental Impact Statement (EIS) enabled City decision-makers, with input from the public, regulatory agencies, and Native American tribes, to consider the environmental impacts of the project alternatives in conjunction with factors such as cost, schedule, and feasibility. DRAFT ENVIRONMENTAL IMPACT STATEMENT On November 13, 2012 SDOT released the Draft Environmental Impact Statement (EIS) for public comment. In an effort to share information on the project and solicit comments, a public open house was held December 5, 2012 from 4:00-7:00 p.m. at the Bell Harbor Conference Center Maritime Event Center at 2211 Alaskan Way in Seattle. Project staff were on hand to answer questions and provide references within the document. Attendees were able to comment in several ways: a court reported was available to transcribe comments, attendees were also able to fill out a paper comment form, or submit comments via the project website online comment form.
