Vibrancy Performance Measures

Increase streetscape vibrancy
This measure would compare the number of street use permits that were issued for a specified list of pedestrian-related streetscape elements. The city would identify the specific types of permits that would be tracked as part of this measure. These would serve as a proxy for vibrancy. The performance target is an increasing number of the specified street use permits.

Increase pedestrian volumes in selected count locations
This measure would compare the volume of pedestrians at selected count locations throughout Seattle. The count locations would be determined by the city. They would not be meant to reflect citywide pedestrian volumes, but rather would provide a measure of change over time. Recently completed manual pedestrian counts would be used as a baseline and the performance target would be an increasing volume of pedestrians at the selected locations.
