Project Recommendations This section focuses on the infrastructure and maintenance projects that support the Policy and Program Recommendations outlined in the Implementation Matrix. The project team worked closely with the Pedestrian Master Plan Advisory Group and the Inter-Agency Team to develop a data-driven Pedestrian System for identifying areas of improvement opportunity citywide and prioritizing those opportunities. By looking first at Walking in Seattle Today, it is possible to anticipate where people are walking and to evaluate the conditions for walking, both along the road and across the road. The Strategy for Prioritizing Projects uses three components—vibrancy (or demand), equity, and corridor function—to recommend areas of the City for early Implementation. (The following sections provide an overview of this approach, but more detailed information is available in the Methodology Appendix.) By looking at the opportunities for improvement in these areas of highest priority, project lists were developed for use by City staff, private developers, and community and neighborhood organizations.
