City of Seattle/SDOT policy is to consider and, to the extent possible, accommodate the needs of all users in the design and operation of new roadway projects. Particular emphasis is placed upon the accommodation of non-motorized users of the roadway system. However, costs and other factors may preclude maximum possible accommodation for all modes on any individual project, and certain streets may be prioritized for single-type uses (e.g., pedestrians on Green Streets, freight on major truck routes).
