Surface Transportation Program Congestion Mitigation and Air Quality Non-Motorized

The U.S. Department of Transportation’s Congestion Management and Air Quality (CMAQ) Improvement Program, authorized by federal law in 1991, provides funds at both the state and local level to reduce transportation-related pollutans.
