 Arterial Asphalt & Concrete Paving Program

The City’s Arterial Asphalt and Concrete Program resurfaces a number of streets each year.   The projects are prioritized and selected by SDOT’s Pavement Engineering and Management Section based on pavement condition, volume and type of traffic, identified needs of residents and businesses, opportunities for coordination with other capital projects, and identified maintenance and liability concerns. The main objectives of this 2008 Arterial Asphalt and Concrete Program are to improve street conditions to enhance mobility and safety, and to improve curb ramps, providing a safer and more convenient pedestrian environment.     

 2009 AAC – 1st Ave S Paving Project – Contract 2

Project Description  

This project will completely reconstruct an approximately 0.5 mile section of 1 st Avenue S. The project will also reconstruct curb and gutter, curb ramps and some sidewalk. In addition, the project will replace an existing 16-inch water main, install new stormwater treatment facilities, add elongated tree pits, and replace existing vehicle detection loops.

     2009 AAC – Stewart St Paving Project

    Project Description  

    This project will improve Stewart Street from 1 st Avenue to Eastlake Avenue E. The project will include concrete pavement construction; asphalt pavement overlay; concrete base panel replacement; curb ramp retrofit; new curb ramp installation; sidewalk replacement, vehicle detector loop replacement, new bike loop installation; drainage inlet and connection pipe replacement; utility castings adjustment; and rechannelization for the North CBD transit route improvements.

    2009 AAC – 2nd Avenue & 4th Avenue CBD North Paving Project

    Project Description  

    This project will improve 2nd Avenue and 4th Avenue in the north CBD. The project will include base repair and/or concrete panel replacement, pavement overlay, curb ramp construction, curb replacement, vehicle detector loop replacement, striping, minor drainage improvements, utility adjustments, bike/pedestrian improvements and transit improvements.

    Project Description  

    This project includes concrete and asphalt pavement reconstruction, asphalt grind and overlay, drainage improvements (storm filter catch basins), new curb ramps, and pavement markings (channelization).

    2010 AAC – 2nd Ave S & 4th Ave CBD South Paving Project

    Project Description  

    This project will improve the pavement condition along the streets outlined below with concrete reconstruction and panel replacement. It will also improve accessibility by upgrading existing curb ramps, and installing curb ramps where they are missing, to meet current Americans with Disabilities Act (ADA) requirements.

    Intelligent Transportation System - Contracts 1-4

    The goal of this project is to expand and develop the City’s Intelligent Transportation System (ITS) to meet growing safety and mobility needs. Contracts 1-4 will include placing and connecting (to the Traffic Management Center) more than 30 closed circuit TV cameras; placing and connecting seven (7) new Dynamic Message Signs; installing vehicle detection devices; installing new traffic controller cabinets and more.

    Ship Canal Trail Waterline Replacement Project

    Project Description  

    This project will replace and relocate a private waterline within the BNSF Railroad right of way, remove “post-indicator” valves from the right of way, and install internal control valves in a cold storage warehouse. This work must precede construction of a multi use trail within or adjacent to the BNSF railroad right-of-way just south of the Ship Canal.

    Spokane St Viaduct – 4th Avenue S Off-ramp  

    Project Description

    Greenwood Avenue N Street Improvements  

    Project Description  

    This project is located on Greenwood Avenue N between N 105th and N 112th streets.

    The project will widen the existing four (4)-lane roadway with no sidewalks to a five (5)-lane roadway structure with a center left-hand turn lane and parallel parking on both sides together with sidewalks and landscaping. Traffic signal and street lighting improvements are included as well as storm system improvements, all of which will enhance pedestrian safety and transit access.   Also included: construction of curbs & gutters, cement concrete base repair in the roadway, intersection improvements at four locations, addition of concrete pads for on-street bus layover, and roadway resurfacing over the existing 4-lane roadway section.

    Pike-Pine Corridor Transit Improvements  

    Project Description  

    This project will make transit improvements along Pike and Pine streets between 8 th Avenue and Broadway. Improvements include:

  • Installation of transit signal priority equipment, interconnected traffic controllers, and signal retiming for pedestrian and transit emphasis.
  • Introduction of general traffic turn restrictions and the construction of a westbound bus only lane between Terry Avenue and 8th Avenue.
  • Traffic signal modifications to support the transit priority schemes may also include revised timings or signal modification of adjacent intersections.
  • Improved transit speed and reliability along the corridor through the installation of in-lane bus stops with curb bulbs.
  • Pedestrian improvements will be constructed, and will include pedestrian bulbs, narrowing the required crossing distance for pedestrians.
  • Curb ramps will be updated where they do not currently meet City and ADA standards.
  • In addition, construction of a new sidewalk along the north side of Pine Street between Terry Avenue and Minor Avenue.
  • New shelters and pedestrian level lighting near bus zones will be upgraded.
  • Bus pads and pavement repairs will be made at bus zones and areas of heavy bus traffic.

    Spokane Street Widening  

    Project Description

    This project will widen the north side of the Spokane Viaduct structure by 41 feet between 6 th Avenue S and E Marginal Way S to make space for a new westbound acceleration-deceleration lane, an eastbound transit lane, wider traffic lanes and shoulders, and a permanent median.   The project will also:

  • relocate the westbound on- and off-ramps from 4th Avenue S to 1 st Avenue S and build them to current design standards
  • repave the upper roadway structure
  • complete seismic strengthening of the viaduct
  • rebuild the lower roadway, and add curb, a 10 foot-wide sidewalk and landscaping along the north side of lower roadway
  • Construct planted median on 4th Avenue South north of Spokane

    Mercer Corridor Improvements

    Project Description  

    The Mercer Corridor improvement project will include the following improvements:

  • Widen Mercer to create 2-way configuration; includes 3 lanes ea. direction plus left-turn lanes at several intersections; this would replace the existing 4 lane EB Mercer, with Fairview/Valley/Broad WB connection that exists today
  • Widened Mercer to include parking lanes, 10 to 20 ft. medians, widened sidewalks, pavement reconstruction, ITS, new signals, signing, drainage, utilities, illumination, and landscaping
  • Narrowing Valley to a 2-lane, 2-way configuration to enhance park-like environment; new bike lanes on Valley/Roy connect Fairview to Dexter
  • Integrate with new Streetcar and SLU Park construction, as well as new development planned for the area
  • Convert 9th Ave. to 2-way from Republican north to Westlake including bike lanes south of Broad St
  • Convert Westlake from 1-way to 2-way and widen between Valley and 9th Ave.
  • Widen Fairview Ave and reconstruct I-5 on- and off-ramps to accommodate 2-way Mercer Street configuration
