Policies - Mutual & Offsetting Benefits

The purpose of these policies and procedures is to establish a uniform process and real estate standards for leases that contain cash rent offsets of Mutual and Offsetting Benefits (“MOB”) to The City of Seattle and the public through provision of services by either paid staff or volunteers of a non-profit organization lessee.  The goals of the policies and procedures are

  • To make use of MOB leases only where other forms of support are not available and/or appropriate, and the services used to offset cash rent address a high priority as documented in City human services and Comprehensive Plan policies.
  • To make MOB lease decisions based on a balanced evaluation of services to The City and the community, actual and potential risks, financial considerations for both The City and the potential tenant, the range of means available to provide those services, and the period of time over which the service can be expected to be needed.
