Purchasing Services


The City of Seattle's acquisition of goods and routine services is managed by the Purchasing Services Section of the Department of Executive Administration, Purchasing and Contracting Services Division. The following is a summary of the purchasing processes. 

Advertisement and Bidding Process

Formal sealed bid or sealed proposal processes are conducted for acquisitions above $42,000. These RFPs and ITBs are posted online and in the City's official newspaper, the Seattle Daily Journal of Commerce.  Formal bids must be submitted on the date and time specifically noted in the solicitation.

Informal Bids

Acquisitions less than $42,000 are not formally advertised. Informal bids may be conducted by departments other than the Department of Executive Administration.

Interlocal Agreements

The City of Seattle enters into cooperative purchasing agreements with various local agencies and non-profit public purchasing cooperatives, to promote government cooperation and to maximize the efficiency and effectiveness of shared public bid and contract processes. RCW 39.34.030 establishes requirements for all public agencies, including the City of Seattle, that enter into such interlocal cooperative agreements. Attached is a list of the agencies and cooperatives with whom the City of Seattle has a current interlocal cooperative agreement for purposes of sharing bids and/or contracts.

Notice of Intent to Award

After determination of the apparent successful vendor, the City issues a Notice of Intent to Award that is forwarded to all bidders. Any appeals to the outcome of the solicitation process must be submitted in accordance with the Protest Procedures.
