Commissioner
Christian M. Halliburton
Mayoral appointee
Term: April 2010 - December 2015
Commissioner Halliburton presently teaches Constitutional Law, Criminal
Procedure, and Law and Religion at Seattle University School of Law. He is a
graduate of Columbia University School of Law and the University of California,
Berkeley. He began his legal career as a litigation associate with Perkins Coie,
then served as a Law Clerk for US District Court Justice Barbara J. Rothstein.
He joined Seattle University Law School in 2002, and was granted tenure in
2008. Halliburton has won recognition for teaching skills and scholarship, and
is a sought-after speaker for legal conferences and symposiums. He is a former
board member of the American Civil Liberties Union of Washington, the Society of
American Law Teachers, and the Advisory Board to the Vestry for the Parish of
St. Mark’s Cathedral.
Commissioner Terry Carroll
Council appointee
Term: January 2009 – December 2013
Commissioner Carroll brings to the Commission a long history of judicial experience
as a Prosecutor, Public Defender and Judge in addition to private practice.
He currently is a Mediator and Arbitrator at Judicial Dispute Resolution,
LLC, where he is the founder and owner. He has served as the first Internal
Investigations Auditor for SPD and chaired the Public Facilities District Board
(that oversees Safeco Field). Also, Commissioner Carroll has served as a
consultant to many law enforcement agencies regarding discipline matters.
He earned his B.A. at Seattle University and his J.D. from Georgetown
University Law Center. In addition, he continues to play in the Over 55
Senior Baseball League.
Commissioner Joel A. Nark
Employee electee
Term: May 2003 – December 2014
Civil service employees elected Joel A. Nark to the Public Safety Civil Service Commission in March of 2003.
Commissioner Nark has been with the Seattle Police Department since 1986, and currently works in patrol out of the Southwest precinct. He received his Bachelor's degree in Criminal Justice from Eastern Washington University; served on the Seattle Police Athletic Association board for nine years; and also has served 10 years on the Board of Directors for the Bacon Bowl. Joel and his wife, Sharon, and their children, Conrad and Julia, live in West Seattle.
Jennifer A. Greenlee, Executive Director
Term: February 2012 - February 2015
Jennifer has spent her career in the public sector with both the State of Washington and the City of Seattle. Prior to her appointment as Executive Director of the Civil Service Commissions, Jennifer worked as the Employee Relations Advisor for Seattle City Light Human Resources. Her previous employment included the Washington State Human Rights Commission and Seattle Office for Civil Rights with expertise in equal employment opportunity and fair housing. She is a Seattle native who grew up in the Madrona neighborhood, attended Garfield High School, and graduated Magna Cum Laude from Seattle University with a Bachelor of Science in Psychology. She received her Juris Doctor from the University of Washington and is a member of the Washington State Bar. Jennifer is also certified as a Senior Professional in Human Resources and has been trained as a mediator. Jennifer is the mother of two adult sons and enjoys the richness of the performing arts and cultural events available in Seattle.
Teresa Jacobs- Administrative Staff Assistant
Teresa was promoted in December 2003 to the position of Administrative Staff Assistant. Teresa has been with the City of Seattle since 2001. Prior to her promotion she worked for the Seattle Ethics and Elections Commission. Teresa was born and raised in Seattle. She has a son who attends Eastern Washington University. Teresa is competitive in Power Lifting and currently holds World, National, and Washington State Records in the Dead Lift and Bench Press.
