P4 Panel Recommendation Regarding the Admiral Garage Proposal

Draft Resolution:

We the following members of the P4 Panel reviewing the Admiral Garage proposal met on Friday, June 02, 2000. We were briefed by City staff, asked questions, heard comments from members of the public, and engaged in discussion about the project’s public benefits.

During the presentation, City staff acknowledged that there is no foreseeable monetary economic benefit for the city in this public-private partnership. However the Admiral neighborhood is of the opinion that the availability of public parking will be a significant neighborhood enhancement which will greatly benefit the Admiral business district. As a result, this development is a top priority for the city.

We came to the following conclusion:

We believe that the City should move forward with the project, with the following recommended actions:

  1. The City should conduct further analysis on the operating expenses and expected revenues of the project in order to determine the full amount of ongoing City liability.
  2. The final contract with the developer should contain a clear cap on the City’s financial contribution to the project.
  3. In the interest of keeping housing affordable, the City should further explore which entities will be assessed for the Parking Business Improvement Area, and should consider ways to minimize the impact on housing (including excluding multi-family residences from the assessment or developing a two-tiered assessment which allows for a lower contribution by owners of multi-family residences).
  4. The City should further evaluate the demand for parking in the Admiral neighborhood, taking into consideration, among other things, the positive and negative impacts that the new residents (of the assisted living and condominiums) will have on the demand for parking. The project should accurately reflect the demand for parking.
  5. The City should consider incentives and more flexibility in building plans to encourage the developer to provide more parking than he would normally be required to provide.
