A. Overview of Project

The Admiral business district, located in West Seattle, includes the historic Admiral Theater (a second-run movie theater), many small neighborhood commercial establishments, and two grocery stores. Through the City’s recent neighborhood planning process, a group of citizen participants calling themselves the Admiral Planning Coalition and representatives from other neighborhood groups submitted the West Seattle Neighborhood Plan to the City. The Plan identified four key strategies to improve the quality of life in the Admiral business district. Those strategies focused on improvements to parking, general automobile circulation, transit, and bicycle and pedestrian facilities. The neighborhood’s interest in new parking facilities derived from a perception that the growth in the urban village and resulting demand for increased parking may harm neighborhood businesses.

The Admiral Parking Solutions Committee (AdPark Committee), comprised of neighborhood representatives and a private developer (see "Profile of Partners," below), has proposed construction of a mixed-use structure containing 72 condominiums, 16,500 square feet of retail space, and two levels of parking. The lower parking deck would provide 137 spaces for the exclusive use of the building’s tenants; also, an adjacent lot would provide 30 spaces for the exclusive use of customers of a new Bartell drug store. The upper parking deck would provide up to130 spaces of public parking with vehicle access via the southeast corner of the property, pedestrian access via the northeast corner of the property near the West Seattle Library, and a pedestrian throughway for access between California Ave SW and 42nd Ave SW. Other public improvements would include approximately 11,000 square feet of open space. It is unlikely that the developer would be willing or able to replace current surface public parking absent some measure of City support.

B. Profile of Partners

The developer, Marc Gartin, is a member of the AdPark Committee. The Committee also includes the following individuals, businesses and representatives from organizations:

  • Midge Battz (neighborhood representative)
  • John Dodd (neighborhood representative)
  • Don and Nancy Geddes (business owners)
  • Marcia Hadley (neighborhood representative)
  • Mike Kirk (representing Marc Gartin)
  • Dennis Ross (Admiral Community Council)
  • Dave Weitzel (Admiral Neighborhood Planning Coalition)
  • Dan Wiseman (West Seattle Chamber of Commerce).

The developer also owns the Admiral Theater property. The theater relies on the surface lots that would be eliminated due to construction of the proposed mixed-use development.

C. Proposed Timetable for Project

The developer has applied for a Master Use Permit for this project, which he anticipates receiving by the end of May. Construction is planned to start in early September of 2000.

If the City participates in this project, the City would contribute funds for the top layer of underground parking by the fall of 2001, coinciding with the expected completion of construction. The City would not make payments until construction of the garage is complete.
