COMPLIANCE COORDINATOR - Bob Scales
Bob spent six years as a Deputy King County Prosecutor before moving to the City of Seattle to become the Assistant Director for Public Safety. In that role, Bob supported the City’s Racial Profiling Task Force and developed strategies for the collection and analysis of traffic stop data. For eight years Bob worked as a Senior Policy Analyst in the Office of Policy and Management where he created and managed a biennial Community-Police Survey, supported the Police Accountability Review Panel and undertook a wide variety of public safety initiatives and projects. In 2010 Bob was hired by the Seattle City Attorney to be the Director of the Government Affairs Section. Bob is a 1994 graduate of the University of Washington Law School and is a member of the Washington State Bar Association.
STRATEGIC ADVISOR - Jennifer Albright
Jennifer has worked with law enforcement agencies at the State and local levels developing and implementing large, multi-year citizen surveys, providing quantitative analysis and performance measure support, as well as providing more qualitative appreciative inquiry services through her association with the Western Regional Institute for Community Oriented Public Safety (WRICOPS). Jennifer has served as budget analyst for both the Seattle Police Department and King County Sheriff’s Office. Most recently, Jennifer has provided policy analysis support to the King County Department of Adult and Juvenile Detention. In that role, Jennifer helped support the County’s successful completion in 2012 of their DOJ compliance monitoring. Jennifer holds a Master’s degree in Criminal Justice from Washington State University where her thesis focused on proper implementation of Community Oriented Public Safety, and will complete a PhD in Criminal Justice from Washington State University in 2013.
STAFF ASSISTANT - Celina Villa
Celina joined the Seattle Police Department in 1990. She has over twenty two years of law enforcement administrative experience. Her career has included assignments in the Data Center/Records, West Precinct Operations, Seattle Police Operations Center (SPOC), Homeland Security Bureau, and the 20/20 Unit. Prior to her appointment to the Compliance Coordinator’s Office, Celina provided critical analytical and administrative support to sworn commanders in SPD’s Homeland Security/Metro Special Response Section. Her expertise in admin support and documenting operations proved invaluable to the department in deploying personnel to planned and unplanned events, dignitary visits, September 11 Anniversary, US Conference of Mayors, and Presidential Inaugurations of 2009 & 2013. Celina grew up in Seattle. She attended Seattle Schools and continued education at Seattle Central Community College. She has lived in Seattle most of her life. Celina holds firm to her belief in the future of Seattle, as well as, that of the Seattle Police Department.
