In July 2002 Seattle City Council unanimously approved an allocation of $250,000 from the Pro Parks Levy Opportunity Fund toward a gym for the new International District/Chinatown Community Center.

The 1999 Community Center Levy provided $2.1 million for a community center and gathering space facility in the International District/Chinatown as part of Phase II of the "Village Square" project. However, this did not include funding for a gymnasium. In the spring of 2002, there was significant testimony to the Pro Parks Oversight Committee from the community regarding the importance of the gym to the neighborhood, and requesting a grant from the Pro Parks Opportunity Fund. Most families in the International District live on incomes below the poverty level (in 1990, the median family income in the ID was $9,801). An award of $250,000 from the Pro Parks Levy Opportunity Fund was subsequently approved toward the community center gym. A groundbreaking ceremony for the project was held on November 15, 2002, and the dedication center for the completed new community center and gym was held on September 29, 2004.
