PROJECT STATUS
Construction Status
The park design was completed this summer and the construction contract was advertised for public bid in late August 2009. A construction contract was awarded by the City of Seattle in September and we anticipated construction would start in October. However, a bid protest and subsequent re-evaluation of the bidders by Seattle Contracting Services led to withdrawal of the award.
At that point, Parks reviewed our options and decided the best way to move forward quickly would be to rebid the project. Parks will also take this opportunity to revisit the additives with our consultant, and to revise the plans and contract language if/as needed prior to going out for a new bid. We expect to rebid the contract in late October or early November. Construction is expected to start about six weeks after the bids open.
Community Garden
The new park includes a community garden to be administered by Seattle Department of Neighborhoods (DON) P-Patch program. This garden, known as the Howell Street Collective, will be different from most Seattle P-Patches. There will be no individual plots; instead, the entire garden site will be gardened collectively. Park Naming
Seattle Parks and Recreation invites the public to submit potential names this park by Monday, November 16, 2009.
Please submit suggestions for park names in writing by November 16, 2009, and include an explanation of how your suggestion matches the naming criteria, below. Send suggestions to Seattle Parks and Recreation, Park Naming Committee, 100 Dexter Ave. N, Seattle, WA 98109, or by e-mail to paula.hoff@seattle.gov. In keeping with Seattle’s “Paper Cuts” program, Parks encourages electronic submissions.
The Park Naming Committee is comprised of one representative designated by the Board of Park Commissioners, one by the Chair of the City Council Parks and Seattle Center Committee, and one by the Parks Superintendent. Criteria the committee considers in naming parks include: geographical location, historical or cultural significance, and natural or geological features. A park may be named for a person no longer living (deceased a minimum of three years) who made a significant contribution to parks and/or recreation. The Park Naming Committee will consider all suggestions and make a recommendation to the Superintendent, who makes the final decision.
Project Description
The final budgeted project includes basic park elements such as grading, lawn, pathway, plaza, steps, barbeques and picnic tables. The remaining site furniture (benches, bike racks) and the art feature are not in the "base bid" of the construction contract. These were advertised as contract bid additives and may be included in the contract depending on the bids received.
Parks has completed design drawings for the trellis so that if future funding becomes available the trellis shown in the schematic design will be constructed.
A Friends of Capitol Hill Park group has formed to support the park and build community. A group of neighbors is also working with Department of Neighborhoods to develop a community garden on the site. See community links below.
Meeting participants approved the final schematic plan at the third community meeting on May 28, 2008.

PROJECT DESCRIPTION
The goal of this project is to develop a community park at the northeast
corner of E. Howell Street and 16th Avenue E.
Parks purchased the .21 acre property in 2007. The current use,
that of a parking lot, will continue until shortly before construction
starts in Fall 2009.
Parks held a public Open House at the Cal Anderson Shelter House
in November 2007. Mithun was hired as the Landscape Architect
in charge of design and construction. Mithun later presented three
design concepts at a community meeting on March 26, 2008. Mithun
presented a revised concept to the Design Commission on May 15.
The concept was developed in response to comments offered at the
March 26 community meeting.
A third community meeting was held in late May 2008. A final
concept, revised in response to comments from the Design Commission,
was presented at that meeting. The concept, with refinements,
was again presented to the Design Commission on July 17 .
