This section provides partial or complete specifications and must be utilized in accordance with the instructions below.

Division 0 - Bidding Requirements

Division 0 contains the "boiler plate" sections required for all projects and includes the Project Manual Cover Sheet, the Project Information Sheet, the Signature Sheet, the Bid Forms, and other sections required for each project.  Division 0 is prepared by SPR's Engineering, Design and Technical Services Section. Please contact the Parks Engineer at 206-233-7920 for assistance.  The Cover Sheet shall be stamped and signed by the Lead Consultant and individual sections of the Technical Specifications shall be stamped and signed by the Sub-Consultant who authored that section.

Division 1 - General Requirements

Division 1 includes the Standard Specification sections required for projects that are either bid thru the Public Works Construction Projects (PWCR) process or thru the Small Construction Project Roster (SCPR) process.  The SPR Project Manager or the Consultant (as directed by the PM) shall edit some of the sections to fit the requirements of each individual project.  Potential edits are identified in each section with bold and italics text and the headers shall be customized for each project.  Some sections may not be needed, such as Section 01025 - Unit Prices (if there is no unit pricing in the bid package) and Section 01558 - Public Convenience and Safety, Temporary Traffic Control (if there is no work in SDOT Street Right-of-Way).  The PM and/or Consultant shall download all sections for each project during the contract document preparation phase of each project to assure that the most recent edition is being used.  The date shown in the header is the date of the most recent edition.  Do not reuse any specification section from one project to the next unless that date is the same.

Divisions 2 thru 16 - Technical Specifications

Divisions 2 thru 16 of the Project Manual shall be edited as much as necessary to complete the Contract Documents.  Most of the SPR Standard Specifications provided are "partial" specifications, delineating Seattle Parks' minimum requirements for particular products and/or methods of installation.  The Consultants shall be responsible for expanding the technical specifications into more detailed CSI-based format, three part specification sections.  SPR prefers that the Consultants use SPR's Specifications even when the Consultant may normally use a similar section of their own creation, unless the Consultant can show the Engineer that their section is better.  When an SPR Standard Specification does not already exist for a particular subject the Consultant shall develop an appropriate specification for incorporation into the contract documents.
