HISTORYSeattle Parks and Recreation acquired the site, in 2004. The name honors the counterbalance trolley system that once took people up and down Queen Anne Avenue, a unique element of Seattle's history, and identifies the site as a community gathering place, a place for art, activity, and enjoyment.
