HOURS4 a.m. - 11:30 p.m. ABOUT THE PARKSeacrest Boathouse and Pier is located on Harbor Avenue next to Don Armeni Boat Ramp and is accessible by boat on Elliott Bay. SCUBASeacrest Park is the land based access point for protected Scuba diving located on the western shore of Elliott Bay. Most of the diving area is under the authoritiy of the Washington State Department of Natural Resources. Markers that define the area closed to diving are generally maintained by local dive clubs.
