This project removes the North Forest Road in Discovery Park, and
restores the area to natural conditions. Illinois Avenue in the
North Bluff area is removed and replaced with a non-paved path or
service road where necessary. Kansas Avenue is closed and portions
of the road removed, while still allowing for service vehicle access
to utilities. Idaho Avenue is completely removed and closed. These
roads and the old theater site adjacent to Idaho Avenue are restored
with native plants. This project was recommended by the West Point
Citizens Advisory Committee (WPCAC) as part of the 2004 Memorandum
of Agreement between King County Department of Natural Resources
and Parks and the City of Seattle Department of Parks and Recreation
for use of mitigation funds pursuant to Section 1. (d) of the West
Point Settlement Agreement (Ordinance 121488). In 2005, with agreement
from the WPCAC, the list of projects was revised to allow for funding
of the Capehart property acquisition and restoration, and $50,000
of the budget for the North Forest Road Removal Project was transferred
to the Discovery Park – Capehart Acquisition project (K731231).
Operations and maintenance costs resulting from this project are
paid by the General Fund, per Ordinance 121488.
