Talent Management Specialist

Help shape a work force that reflects the communities we serve

This position supports the department's efforts to recruit, hire, develop and retain a diverse, high-performing workforce of approximately 1,000 regular employees and up to 900 seasonal and intermittent temporary employees. These include roles within the skilled-trade professions, paraprofessional, and professional classifications.

You will: 

  • Work closely with hiring managers and employees to fill critical vacancies 
  • Apply an equity lens to all decisions and consistently work to guide the organization in equity principles
  • Promote an excellent candidate experience including candidate notification, offer letters, background checks and/or physicals, onboarding, and start date coordination.
  • Interpret and apply a broad range of employment laws, public personnel administration and HR practices and labor relations guidelines.
  • Actively participate and promote the organization at job fairs, career workshops and community outreach events.
  • Develop innovative and strategic recruitment and advertisements.
  • Build effective relationships with community organizations to develop a diverse applicant pool.
  • Develop and deliver employment related training in areas such as; application systems, Interview Panel Training, Interview Skills and Resume Writing and Mock Interviews.

You're an ideal candidate if you:

  • Are an equity advocate and equity innovator with experience and training on recruiting and retaining diverse candidates/employees
  • Can handle multiple deadlines and work under pressure
  • Have an exceptional record of working well independelty in a team environment
  • Are self-motivated, adaptive and can effectively prioritize work
  • Have excellent analytical, oral, written, critical and creative thinking and problem-solving skills
  • Have platform training skills delivering human resources related training
  • Have familiarity with computer software such as Microsoft Word, Excel, Access, Human Resource Information (HRIS) Systems, and Applicant Tracking Systems (ATS)
  • Are fluent in one or more languages with the ability to communicate orally and in writing in English and other languages
  • Have experience working with confidential and sensitive information
  • Have a Professional or Senior Professional in Human Resources Certificate (PHR or SPHR or SHRM CP or SCP) is desired


A current valid Washington State Driver's or equivalent mobility is required. Will be required to travel between worksites up to 25% of the time. 

A baccalaureate degree or equivalent experience is required (see job posting for details).
