The park opened in June 2016. Funding for acquisition of this property came from the Parks and Green Spaces Levy. Park development, consisting of construction documents and construction of the park, will be paid for from the second round of the levy Opportunity Fund.

The schematic design and design development of this new park was completed by the Friends of Broadway Hill with Parks and SiteWorkshop using a Neighborhood Matching Fund (NMF) award. The preferred schematic is at right.

In addition, the Friends of Fed-Rep Park won the $10,000 Build Your Block Challenge Award from Umpqua Bank. During the design stage, as the site remained empty the community showed movies, had yard sales, open houses to talk about the project and clean-ups of the park and the adjacent trees in the planting strip.

A community park naming process renamed the park, "Broadway Hill" Park.

Budget

Acquisition: $1,975,000 from the Parks and Green Spaces Levy acquired this property.
Planning & Design: $17,500 NMF Small and Simple grant for schematic design. A $20,000 Small and Simple award for design development and another Small and Simple award for construction documents.
Construction: $750,000 for construction funding is from the Parks and Green Spaces Levy Opportunity Fund.

Development 

The goal of the neighborhood project is to design and build a new neighborhood park that is welcoming for all neighbors. The preferred schematic has been developed. It has a large lawn area, seating at a "front porch" area at the top of the site and on a seat wall alongside the sidewalk. There will be community gardening (as part of the p-Patch program), opportunities for natural play and for artwork.

Acquisition

Ordinance #123270 relating to the purchase of the property at Federal and Republican was passed by Seattle City Council on March 29, 2010. This acquisition will help fill a need for open space in the Capitol Hill Urban Village area. The Parks and Green Spaces Levy provides $24 million for the acquisition of neighborhood parks in up to 20 identified areas throughout the City. The Capitol Hill Residential Urban Village was included in that list. Seattle Parks and Recreation hosted a public meeting on February 23, 2010 to take comments on the proposed purchase of a 12,000 square foot property at the corner of Federal Ave E and E Republican St. (See the meeting notes below.)

Opportunity Fund

This project was selected for the second round of Parks and Green Spaces Levy Opportunity Funding. The application received in this community-initiated process is at the design development stage and the final design may be constrained by the project budget. The project design will also go through an internal Parks process to ensure the most effective implementation. This project community design process used Park's public involvement procedure which included public meetings and community input including open houses, weekly meetings and surveys. This development project will transform the empty lot (acquired by Parks in 2010) at Federal Ave. E. and E. Republican St. into an inviting, vibrant park and community garden space.
