Executive Order (PDF format)

Summary Points: Paper Waste Prevention Campaign

On February 16, 2005, the Mayor issued an Executive Order directing City departments to:

  • Reduce paper use by 30% by the end of 2006. To see how your department is progressing towards your goal, go to the Usage Report.

  • Purchase 100% recycled paper as the City standard for printing and copying.

  • Make duplex (two-sided) printing and copying standard procedure for all jobs.

  • Adopt available technology that will create paper efficiencies.

  • Apply these paper waste prevention measures to procurement, consultant contracts, and contracts for printing, copying, and related services from outside vendors.

  • Include reporting of progress towards the 15% paper reduction goal in department accountability contracts.

  • Improve recycling. (This activity will be supported through the paper waste education campaign and an updated, standardized recycling system department-wide.)

Measuring Progress:

Each quarter FFD will issue a report to department directors showing paper purchase by department. It will provide each department's baseline (2004 reams), goals, and progress to date.

DoIT is preparing to install duplex printing and copying defaults in the 27 departments they support for duplex-capable equipment.

SPU and Parks have already made the change.

Education Campaign: A message from the Mayor will accompany the Executive Order. It will have the Paper Waste Poster attached depicting paper used by the City and potential benefits. The message will also direct employees to the Paper Waste web site (tentatively named "Papercuts"). This web site will provide paper reducing tips and make technical assistance available.

  • This Executive Order directs City Departments to comply with related City policies:

  • SMC 3.04.200 (1996) "Recycled Content Product Procurement Program"

  • City Council Resolution 28556 (2002) "Recycled Content Product Procurement Program"

  • The Mayor's Environmental Action Agenda (2002) "Buying Green- Highlights"

  • The Department of Information Technology (DOIT) Citywide Printing Policies (1999)

  • Environmental Management System, Section 6.12 (2001) "Waste Reduction and Recycling"

  • Seattle Solid Waste Comprehensive Management Plan, Chapter 9 (1998 and 2004 Update-in process) "The City's Own Solid Waste Practices"
