The Seattle-Haiphong Sister City Association sponsors exchanges, cultural events, and other activities to deepen the relationship between Seattle and Vietnam. The association is deeply involved in Hoa Phuong orphanage and the Thanh Xuan clinic for HIV-infected kids in Haiphong. They also sponsor the Seattle International Film Festival and bring other arts and performances to Seattle.

Haiphong, the capital of Vietnam's Haiphong Province, is the third largest city in the country and has a population of over 2 million. It is situated along the banks of the Cam River, an important waterway that has transported goods to the north and Hanoi for many centuries. Haiphong is famous for its landscapes, various cultural and revolutionary historical heritages, architectural works, and unique traditional festivals. It is home to Cat Ba national park.
