SUBJECT: SPD stakeholders to prepare accountability recommendations to the court

Today stakeholders convened the process to agree on recommendations to U.S. District Court Judge James L. Robart on how best to assure Seattle Police Department (SPD) accountability to the community.

The process involves workgroups that will address generally four topics, followed by the filing of briefs and any responses.

The four broad topics include: (1) the role of the Office of Professional Accountability (OPA); (2) the role of the OPA Auditor or an alternative entity; (3) to whom the OPA Director and Auditor should report; and (4) the way the systems will function together. Additional areas of discussion will include the role of the Community Police Commission (CPC) and consideration of the impact of the City's negotiations with unions on police accountability.

The starting point for the discussions, to be held each week until March 29, is the City's draft legislation that was proposed in August 2015 and crafted with the CPC. Participating in the weekly sessions, which will culminate in a brief filed with the court by April 6 by City Attorney Pete Holmes, will be representatives of SPD, the City Attorney's Office, Mayor's Office, CPC, OPA, OPA Auditor, OPA Review Board, Department of Justice and the team led by Federal Monitor Merrick Bobb.
