Nickels' 2003-2004 Budget for Neighborhoods


East  - Here are some of the programs that Mayor Nickels' budget will fund for, Capitol Hill, the Central Area, First Hill, Pike/Pine and surrounding neighborhoods.

Transportation Projects
  • Add 30 Pedestrian Lights to existing poles - Pike/Pine.
  • Improve the timing on 7 signals on 24th Ave E to reduce unnecessary delays at stoplights.
  • Improve the timing on 4 signals on 15th Ave E and John to reduce unnecessary delays at stoplights.
  • Improve the timing on 12 signals on James St and Broadway to reduce unnecessary delays at stoplights.
  • Improve the timing on 5 signals on Roanoke St. to reduce unnecessary delays at stoplights.

Human Services
  • Maintain funding for human services such as domestic violence programs, early learning and child care programs, education and youth programs, employment programs, family support programs, food programs, food programs for older adults, independent living programs for frail elders and adults with disabilities, and shelter and housing programs.

Other Projects
  • Improve the drainage system along East Boston Terrace.
  • Revitalize business districts through business assistance and the façade improvement program.

Northeast  - Here are some of the programs that Mayor Nickels' budget will fund for North District, Northgate, Roosevelt, the University District and surrounding neighborhoods.

Transportation Projects
  • Install a flashing beacon school speed zone sign at Roosevelt Way NE and NE 84 St.
  • Repave University Way NE and install new utilities and street furniture.
  • Resurface 5th Ave NE between NE Northgate Way & NE 130th St.
  • Add 77 Pedestrian lights on poles - University Ave.
  • Improve the timing on 11 signals on 35th Ave NE to reduce unnecessary delays at stoplights.
  • Improve the timing on 6 signals on NE 125th and NE 130th Streets to reduce unnecessary delays at stoplights.
  • Improve the timing on 6 signals on Sand Point Way NE to reduce unnecessary delays at stoplights.
  • Improve the timing on 17 signals on NE 65th and NE 75th Streets to reduce unnecessary delays at stoplights.
  • Improve the timing on 18 signals on Montlake Blvd NE to reduce unnecessary delays at stoplights.
  • Install 12 cameras on major roadways with live feeds to the Seattle Department of Transportation Web site to help drivers avoid bottlenecks or accident-related congestion.

Human Services
  • Maintain funding for human services such as domestic violence programs, early learning and child care programs, education and youth programs, employment programs, family support programs, food programs, food programs for older adults, independent living programs for frail elders and adults with disabilities, and shelter and housing programs.

Other Projects
  • Dredge Meadowbrook Pond to reduce flooding.
  • Reduce flooding in Thornton Creek Basin by building three detention ponds at Jackson Park Golf Course and other measures.

Keeping Promises to Voters
  • Acquire property for a new neighborhood park in the University District Urban Center.
  • Create a Lake Union waterfront park at 7th Avenue NE Street End.
  • Acquire space for a Pinehurst Pocket Park.
  • Build a new community center in Northgate area co-located with a branch library and a 1.7-acre park.
  • Convert existing facility on Sandpoint Park campus into community center.
  • Create the Lake City Civic Core: build new plaza and neighborhood service center, expand library, enlarge and improve Albert Davis Park.
  • Expand and upgrade existing Laurelhurst Community Center.
  • Expand the North East Library.
  • Improve Cowen Park.
  • Improve Lake City Mini Park, including addressing the concrete wall.
  • Acquire property for a new community garden near Northgate.

Northwest  - Here are some of the programs that Mayor Nickels' budget will fund for Aurora-Licton, Ballard/Crown Hill, BINMIC, Broadview/Bitter Lake/Haller Lake, Fremont, Greenlake, Greenwood/Phinney Ridge, Wallingford and surrounding neighborhoods.

Transportation Projects
  • Improve 15th Ave NW.
  • Improve freight mobility by installing oversized, over the roadway street name signs and truck route signs.
  • Complete design on the Interurban Trail, a multi-use trail from N 109th St. to N 128th St.
  • Install a flashing beacon school speed zone sign at 3 Ave NW and NW 81 St.
  • Install a flashing beacon school speed zone sign at N 80 St and Stone Way N.
  • Install a flashing beacon school speed zone sign at NW 80 St and 13 Ave NW.
  • Install a flashing beacon school speed zone sign at NW 80 St and 1 Ave NW.
  • Improve the timing on 11 signals on NW 85th St. to reduce unnecessary delays at stoplights.
  • Improve the timing on 10 signals on Phinney Ave N to reduce unnecessary delays at stoplights.
  • Improve the timing on 10 signals in the Wallingford District to reduce unnecessary delays at stoplights.

  • Acquire space for the Monroe Substation Park.
  • Renovate the Green Lake Library.

  • Improve Ross Park Shelterhouse.
  • Build the Ballard Civic Center: new library, neighborhood service center, and park.
  • Construct a trail from the Ballard Locks to Golden Gardens Park.
  • Create public park at "Slippery Slope" site next to Fremont Library.
  • Expand Baker Park.
  • Create a small neighborhood park and community garden at newly acquired property at 67th and Linden.
  • Improve and enlarge the open space at Bitter Lake Reservoir.
  • Renovate and add on to the Fremont Library.

Southeast  - Here are some of the programs that Mayor Nickels' budget will fund for Columbia City, MLK @ Holly Street, North Beacon Hill, North Rainier, Rainier Beach and surrounding neighborhoods

Transportation Projects
  • Begin design on the Chief Sealth Trail through southeast Seattle from I-5 to S Henderson St.
  • Improve Cheasty Boulevard, including a pedestrian path.
  • Improve S. Henderson St. as a boulevard.
  • Install a flashing beacon school speed zone sign at 15 Ave S and S Hill St.
  • Install a flashing beacon school speed zone sign at 15 Ave S and S Hill St.
  • Install a flashing beacon school speed zone sign at SW McClellan St and 33 Ave SW.
  • Install of community identity banners.
  • Improve Martin Luther King Jr. Park.
  • Resurface 5th Ave S between Terrace Ave & S. Dearborn St.
  • Resurface Rainier Ave S between S. Alaska St & S. Austin St.
  • Resurface S. Jackson St. between 14th Ave S & MLK Jr. Way S.
  • Add 9 Pedestrian Lights on poles on Beacon Ave at 15th.
  • Add 24 Pedestrian Light to existing poles at Beacon Ave.
  • Add 20 Pedestrian Lights to existing poles in Rainier Beach.
  • Improve the timing on 6 signals on S. Columbian Way and 15th St S to reduce unnecessary delays at stoplights.
  • Improve the timing on 9 signals on Martin Luther King Jr. Way to reduce unnecessary delays at stoplights.
  • Commit $43 million to helping southeast businesses during light rail construction and to creating community development opportunities in nearby neighborhoods.

Human Services
  • Maintain funding for human services such as domestic violence programs, early learning and child care programs, education and youth programs, employment programs, family support programs, food programs, food programs for older adults, independent living programs for frail elders and adults with disabilities, and shelter and housing programs.

Other Projects
  • Improve the capacity of the storm drain system MLK Way/Norfolk.
  • Improve the water system at the Holly Park Low-income Housing Development.
  • Reduce storm water pollution in Duwamish Waterway.

  • Improve 37th Avenue South Park with with Seattle Housing Authority park improvements.
  • Add a 7,000-square-foot gym to existing Jefferson Community Center.
  • Add meeting, multi-purpose and commercial kitchen to existing Van Asselt Community Center.
  • Bury Beacon Reservoir to add park space.
  • Expand the Columbia Library.
  • Expand the Rainier Beach Library.
  • Replace asphalt playground with a grassy field and play area at Graham Hill School.
  • Add pedestrian trails and viewpoints to Hitts Hill Green Space.
  • Improve Rainier Playfield.
  • Replace two tennis courts at Jefferson Park.
  • Improve bicycle and pedestrian pathway in Rainier Beach.
  • Redevelop and improve Jefferson Park.
  • Replace the Beacon Hill Library.
  • Acquire former York Substation and create community open space.

Southwest  - Here are some of the programs that Mayor Nickels' budget will fund for Admiral, Delridge, Georgetown, Greater Duwamish M & I Center, Morgan Junction, South Park, West Seattle Junction, Westwood-Highland Park and surrounding neighborhoods

Transportation Projects
  • Construct the Duamish Trail on west side of the Duwamish River under the West Seattle low-level bridge from Chelan to Dakota Streets.
  • Improve freight mobility by installing oversized, over the roadway street name signs and truck route signs.
  • Install a flashing beacon school speed zone sign at 16 Ave SW and SW Myrtle St.
  • Install a flashing beacon school speed zone sign at California Ave SW and SW Genesee St.
  • Install a flashing beacon school speed zone sign at SW Morgan St and 32 Ave SW.
  • Install a flashing beacon school speed zone sign at SW Morgan St and 32 Ave SW.
  • Install streetscape improvements on SW Admiral Way & California Ave SW.
  • Make sidewalk and curb improvements.
  • Add 13 Pedestrian lights on poles on Admiral at California Ave.
  • Make seismic improvements to SCL facility at 4th Ave So. to enhance customer, employee and visitor safety.
  • Add electrical capacity and improve reliability to Massachusetts St. Substation to enhance customer service.
  • Improve the timing on 17 signals on 35th Ave SW to reduce unnecessary delays at stoplights.
  • Improve the timing on 7 signals on SW Roxbury St. to reduce unnecessary delays at stoplights.
  • Improve the timing on 6 signals on S. Cloverdale to reduce unnecessary delays at stoplights.
  • Improve the timing on 10 signals on Fauntleroy Way SW to reduce unnecessary delays at stoplights.
  • Improve the timing on 2 signals at E Marginal Way and Delridge to reduce unnecessary delays at stoplights.
  • Completing the installation of a camera on the West Seattle Bridge with live feeds to the Seattle Department of Transportation Web site to help drivers avoid bottlenecks or accident-related congestion.

Human Services
  • Maintain funding for human services such as domestic violence services, early learning and child care programs, family support programs, food programs, independent living programs for frail elders and adults with disabilities, and shelter and housing programs.

  • Improve traffic flow through the South Recycling and Disposal Station.
  • Improve West Seattle Stadium.
  • Remove contaminated sediments from the Duwamish Waterway.
  • Make seismic improvements to SCL facility at 4th Ave So. to enhance customer, employee and visitor safety.
  • Add electrical capacity and improve reliability to Massachusetts St. Substation to enhance customer service.

  • Acquire property for a Junction Plaza Park.

  • Add a 9,600-square-foot gym to existing High Point Community Center.
  • Acquire and create community open space at the Alki Substation site.
  • Create a neighborhood park with recreational courts, playground and picnic shelters at near Brandon Street in Delridge.
  • Continue improvements to Lincoln Park Annex.
  • Continue to design & build segments of Longfellow Creek Trail & Riverview Trail.
  • Create community meeting space in the old Georgetown City Hall.
  • Acquire open space along Longfellow Creek and Puget Ridge for watershed protection.
  • Determine future community use of former California Substation.
  • Expand the Southwest Library.
  • Complete Greg Davis Park.
  • Improve Hiawatha Park Entry.
  • Improve Longfellow Creek Legacy Trail.
  • Improve Roxhill Bog.
  • Purchase additional Me-Kwa-Mooks greenspace.
  • Improve Puget Boulevard Commons.
  • Renovate and add on to the West Seattle Library.
  • Replace the High Point Library.
  • Acquire and preserve property within the West Duwamish Greenbelt.

West  - Here are some of the programs that Mayor Nickels' budget will fund for Belltown, Chinatown-International District, Commercial Core, Denny Triangle, Downtown Urban Center, Eastlake, Pioneer Square, South Lake Union, Queen Anne and surrounding neighborhoods.

Transportation Projects
  • Complete design on the Ship Canal Trail, a multi-use trail on the southside of the Ship Canal from 6th Ave, under the Ballard Bridge to Fisherman's Terminal.
  • Resurface 10th Ave W between Olympic Way W & W Crockett St.
  • Resurface 1st Ave N between Denny Way & Roy St.
  • Resurface Queen Anne Ave N between W Mercer St & W. Roy St.
  • Resurface Roy St. between Queen Anne Ave N & 5th Ave N.
  • Resurface W. McGraw St. between Queen Anne Ave N & 3rd Ave W.
  • Add 6 Pedestrian lights on poles at 1st Ave W.
  • Maintain funding for human services such as domestic violence services, education and youth programs, employment programs, family support programs, food programs, food programs for older adults, independent living programs for frail elders and adults with disabilities, and shelter and housing programs.
  • Improve the timing on 3 signals on Airport Way S to reduce unnecessary delays at stoplights.
  • Improve the timing on 11 signals on S. Dearborn St. to reduce unnecessary delays at stoplights.
  • Improve the timing on 6 signals on Mercer St. to reduce unnecessary delays at stoplights.
  • Improve the timing on 13 signals on Alaskan Way to reduce unnecessary delays at stoplights.
  • Improve the timing on 16 signals on Mercer St. East to reduce unnecessary delays at stoplights.
  • Improve the timing on 14 signals on Mercer St. West to reduce unnecessary delays at stoplights.
  • Install of approximately 7 cameras on major roadways with live feeds to the Seattle Department of Transportation Web site to help drivers avoid bottlenecks or accident-related congestion.
  • Provide better signage in major freight corridors to help businesses get their shipments faster.
  • Invest $5 million to begin an environmental impact study and design work on the Alaskan Way Viaduct and seawall.

Human Services
  • Maintain funding for human services such as domestic violence services, early learning and child care programs, family support programs, food programs, independent living programs for frail elders and adults with disabilities, and shelter and housing programs.

Other Projects
  • Improve the capacity of the storm drain system on Westlake Avenue.
  • Provide funding and other incentives for to rehabilitate vacant and substandard buildings.
  • Reduce sewer overflow by improving South Lake Union Combined Sewers.
  • Add electrical capacity in So. Lake Union area to serve increased demand.
  • Add electrical capacity and improve reliability to First Hill network to enhance customer service.
  • Add electrical capacity and improve reliability to Broad Street Substation Network to enhance customer service.
  • Add electrical capacity and improve reliability to Union St Substation Network to enhance customer service.

  • Acquire space for Smith Cove Park.
  • Landscape Belltown Cottages into a small neighborhood park.
  • Build a new community center in International District.

  • Build the Cistern Steps on Vine Street, and preserve and expand the adjacent Belltown P-Patch and cottages.
  • Acquire property for a neighborhood park in Denny Triangle.
  • Design and construct improvements at South Lake Union Park.
  • Develop usable open space under I-5.
  • Improve Pioneer Square Parks.
