Chinatown / International District / Little Saigon
The CID City-Community Action Plan is aligned to support the goals and work plan of the CID Only In Seattle initiative. CID OIS, which is partially funded by the City, is the neighborhood's work plan for community district revitalization. OIS includes the following components- organizational development, Clean and Safe strategies, business and retail development, streetscape and pedestrian, improvements, marketing and promotion
The City-Community Action Plan is intended to address some complex community issues that can't be resolved solely through OIS.
Highlights/summary of the draft Action Plan
Goal:
Increase and improve public safety and police coverage
Sample strategies:
- SPD West Precinct's new policing approach (including increased foot patrols)
- Increased 9-1-1 reporting
- Use data (baseline and ongoing monitoring to evaluate success)
- Align CID and Little Saigon SPD East and West Precinct activities/explore merger
- Work with businesses to decrease public intoxication and tolerance of illegal behaviors around their establishments
Goal: Keep parks safe
Sample strategies:
- Increase Park Rangers' presence at neighborhood parks during events
- Activate Hing Hay and International Children's Parks and coordinate park programming
Goal: Activate CID's historic alleys
Sample strategies:
- Extend City's Clear Alleys Program (CAP) to core of CID
- Regular flushing/cleaning of alleys
Goal: Develop and implement effective parking management strategies to help grow and sustain a safe, vibrant commercial district
Sample strategies:
- Conduct customer intercept survey to better understand motivation and experience of visitors to the CID
- Conduct on- and off-street parking utilization survey and consider changes to on-street extended paid parking
- Implement policy and operational strategies that improve parking ease and affordability
- Measure the business climate since implementing extended paid parking hours
Goal: Enhance street level amenities and activities
Sample strategies:
- Restore and add litter cans to Little Saigon
- Trim trees (for which City and private owners are responsible) to enhance lighting and public safety
- Replace and improve lighting including LED lights
- Aggressive implementation of public and private graffiti removal strategies
- Facilitate and clarify International Special Review District application and review process for community members
Goal: Improve access to health care, treatment, and housing services for homeless people
Sample strategies:
- Identify and engage people into needed services
- Coordinate and enhance outreach
- Increase opportunities for service providers and CID stakeholders to work together to mitigate problems and help people in need of services
