Annual Production Incentive Payment Application Instructions

2017 Annual Incentive Applications may be submitted between June 30th and August 1st.

Some steps in the renewable energy production incentive credits process have changes some from the 2016 incentive year. City Light wants to make sure that all homeowners who are eligible for a production incentive have enough time to double check eligibility, prepare documents, and submit them by August 1, 2017.

The incentive years run from July 1 to June 30 each year. The August 1st deadline is a bit earlier than in past years because all applications must be received before we can finalize the annual proportional reduction amount and make incentive payments. City Light will only be able to process payments for complete applications received on or before the deadline.

Please review the Incentive Eligibility Requirements and confirm that all the interconnection, meter, and system certification documents steps have been completed.

To complete your online application, you will need:

  • Most recent City Light billing statement
  • Renewable Energy System Cost Recovery Certification approval letter issued by the Department of Revenue or your 2016 annual incentive application.
  • June 30th production meter read and meter number
  • June 30th inverter read (first-year applicants only)

Ongoing Application:


You are an ongoing applicant if you received an incentive payment in prior years and are applying for an incentive payment for the full incentive year
(July 1 – June 30)

Most the information needed to fill out your 2017 annual incentive application is available on your 2016 application. In addition, the following information for dates and reads may be helpful:

Start Date: 07/01/2016
Start Read: 2016 End Read (06/30/2016) is the same as the 2017 Start Read (07/01/2016)
End Date: 06/30/2017
End Read: June 30th 2017 production meter read

Application

Last-Year Application:


You are a last-year applicant if you received an incentive payment in prior years and are applying for your last incentive payment this year due to a sale of the property. You are eligible for an incentive payment from July 1st through the date you sold the home.

Most the information needed to fill out your 2017 annual incentive application is available on your 2016 application. In addition, the following information for dates and reads may be helpful:

Start Date: 07/01/2016
Start Read: 2016 End Read (06/30/2016) is the same as the 2017 Start Read (07/01/2016)
End Date: Property sale date
End Read: Read on property sale date

Application

Pre-Metered Application:


You are a pre-metered applicant if this is your first year applying for an incentive payment and you do not have a City Light production meter installed yet. You are eligible for an incentive payment from the date your system passed the final electrical inspection through June 30th.

Most the information needed to fill out your 2017 annual incentive application is available on a combination of your most recent City Light billing statement and your Renewable Energy System Cost Recovery Certification approval letter issued by the Department of Revenue. In addition, the following information for dates and reads may be helpful:

Inverter:
Start Date: Final electrical inspection pass date
Start Read: 0
End Date: 06/30/2017
End Read: June 30th 2017 inverter read (If unsure how to read your inverter it is suggested to review your user manual or contact your electrical installer. Your inverter read should generally be a little higher than your production meter read.)

Application

New Owner Application:


You are a new-owner applicant if this is you bought a home with an existing renewable energy system and this is your first year applying for an incentive payment due to a purchase of the property. You are eligible for an incentive payment for the date your purchased your home through June 30th.

Most the information needed to fill out your 2017 annual incentive application is available on a combination of your most recent City Light billing statement and your Renewable Energy System Cost Recovery Certification approval letter issued by the Department of Revenue. In addition, the following information for dates and reads may be helpful:

Start Date: Property sale date
Start Read: Read on property sale date
End Date: 06/30/2017
End Read: June 30th 2017 production meter read

Application

First-Year Application:


You are a first-year applicant if this is your first year applying for an incentive payment and your City Light production meter was installed prior to June 30th. You are eligible for an incentive payment from the date your system passed the final electrical inspection through June 30th.

Inverter:

You should use the meter-exchange application if your City Light production meter was exchange within the last incentive year (July 1 – June 30). Use a separate line per each meter.

Most the information needed to fill out your 2017 annual incentive application is available on a combination of your most recent City Light billing statement and your Renewable Energy System Cost Recovery Certification approval letter issued by the Department of Revenue OR your 2016 annual incentive payment application. In addition, the following information for dates and reads may be helpful:

Original Meter:
Start Date: 07/01/2016
Start Read: 2016 End Read (06/30/2016) is the same as the 2017 Start Read (07/01/2016)
End Date: Date of meter exchange
End Read: Production meter read on date of meter exchange

New Meter:

Incentive Rate Change Application


You should use the incentive rate change application if your City Light production meter was exchange within the last incentive year (July 1 – June 30). Use a separate line per each meter.

Most the information needed to fill out your 2017 annual incentive application is available on a combination of your most recent City Light billing statement and your Renewable Energy System Cost Recovery Certification approval letter issued by the Department of Revenue OR your 2016 annual incentive payment application. In addition, the following information for dates and reads may be helpful:

Original Rate:
Start Date: 07/01/2016
Start Read: 2016 End Read (06/30/2016) is the same as the 2017 Start Read (07/01/2016)
End Date: Date of rate change as listed on certification approval letter
End Read: Production meter read of date of rate change

New Rate:
Start Date: Date of rate change as listed on certification approval letter
Start Read: Production meter read of date of rate change
End Date: 06/30/2017

Application

Puget Ridge Co-Housing (Common House) Application


You should use the Puget Ridge Co-Housing (Common House) Application if you receive an incentive as part of the solar array located on the Common House. If you are a Puget-Ridge Co-Housing resident and receive an incentive for your own array (not the common-house) than you will want to use the appropriate applications listed above (most likely Ongoing Application).

Most the information needed to fill out your 2017 annual incentive application is available on your 2016 application. In addition, the following information for dates and reads may be helpful:
