SEATTLE - Seattle City Light repair crews have restored service to two buildings downtown. The original outage began about 2:50 a.m. Tuesday when a water leak at one of the buildings flooded an electrical vault.
The buildings affected by the outage were the Union Bank of California and a condominium project under construction at Fifth and Madison.
