SEATTLE CITY LIGHT ANNOUNCES TWO LEADERSHIP APPOINTMENTS
SEATTLE- Seattle City Light Superintendent Jorge Carrasco announced last week that Bill Gaines has been appointed Power Supply Officer for the utility. Gaines will replace John Prescott, who has been offered the position of Senior Vice President for Power Supply at PNGC Power, a Portland, Ore., aggregator for 15 distribution cooperatives in the Pacific Northwest.
"Bill is a seasoned, well-respected professional who understands the Northwest energy system. Since joining us a year ago, he has done a terrific job improving our power marketing function. His past experience with Power Supply management at Puget Sound Energy also makes him an ideal choice," Carrasco said.
Gaines served at Puget Sound Energy for 27 years and was the Vice-President of Energy Supply with a responsibility for overall planning and management of the company’s bulk power and gas supply portfolios and their associated transmission, transportation and storage.
Superintendent Carrasco recruited him in the fall of 2004 to implement best practices in City Light power sales and risk management. City Light is an active player in the wholesale power market with $280,000,000 in wholesale sales in 2004.
Gaines earned a degree in electrical engineering from Washington State University in 1978. In 1984, he received an MBA with an emphasis in finance from the University of Puget Sound.
Carrasco also announced another leadership appointment, Bernie Ziemianek, who becomes Director of Energy Delivery Operations.
Energy Delivery Operations consolidates leadership over the utility’s North and South Service Centers and the Downtown Network. The new configuration allows the utility to deploy crews and equipment utility-wide, resulting in improved reliability and customer service. Ziemianek will be responsible for workload management and coordination, network and civil construction and related support activities.
Ziemianek is an engineer who served at Pennsylvania Power and Light, the Electric Power Research Institute and most recently as the Utilities Director at Ukiah, Cal., where he was in charge of water, wastewater and electricity operations.
Joining City Light in 2004, Carrasco has reorganized the utility and is in the process of bringing in new leadership. Earlier in November, he announced the appointment of five new directors and told employees that he had plans for additional announcements by the end of the year.
