  2011-2012 rate review

On November 22, 2010, the Seattle City Council adopted Ordinance 123479, which approved a 4.3% increase in City Light’s rates effective January 1, 2011, and an additional 3.2% increase effective January 1, 2012.

The reasons behind the rate increases are discussed in detail in the Adopted Revenue Requirements Analysis (RRA) report. The revenue requirements analysis determines the retail revenue level necessary to financially sustain the operations of the Utility based on the adopted budget. Lower–than–expected revenues in 2009 and 2010 are part of the reason for increased rates. Increased power costs, mandated regulatory requirements, debt service, and critical infrastructure investments that have been deferred, also contribute to the need for these rate adjustments.

The rate changes are across–the–board increases, using the same cost allocation and rate design from the 2006 rate review, so all rate classes are increasing by the same amount. Links to cost allocation and rate design reports from 2006 are below.

The new rates preserve City Light's standing as one of the lowest–cost energy providers in the region, as well as the low–cost provider when compared against other urban areas around the country. Combined with cost cutting, the new rates will help City Light close its revenue gap, preserve its bond rating, and invest in infrastructure improvements that will enhance reliability.
