How to Participate

Conservation: Multifamily Weatherization


Seattle City Light's Multifamily Weatherization Program is changing to serve you better. It still offers the same great financial incentives for upgraded windows, lighting and insulation. But now the incentive goes directly to you, the building owner, instead of to the contractor.

City Light Program Coordinators will assist you with all aspects of the program. You can use any qualified installer to do the work, or choose from a list of contractors who have worked with City Light before.

Conservation Measures

The following measures are eligible:
  • State-of-the-art, double-pane, high-performance windows
  • Ceiling, wall and crawlspace insulation
  • Efficient lighting in common areas (hallways, stairs, etc.)
Incentive Amounts

Multifamily Weatherization offers:
  • New, Increased 85% off the installed cost for efficient lighting (up to cost control limits)
  • 50% off the installed cost for insulation (up to cost control limits)
  • $5 per square foot for replacing single-pane with new double-pane windows
  • $3 per square foot for replacing aluminum-framed double-pane with new vinyl-framed double-pane windows

  • Buildings in which 50% of the tenants meet income guidelines may be eligible for free insulation and cash discounts on window costs. Please send an e-mail, visit the Office of Housing's HomeWise Program, or call 206.684.0244 for low income program information.

Building Qualifications

Your apartment building, condominium* or cooperative* must:
  • Have 5 or more units with single-pane windows, or aluminum-framed double-pane windows
  • Have permanently installed electric space heat as its primary heat source
  • Be located in Seattle City Light's service area
* Condominiums and cooperatives must have permission of the entire Association before a building survey is scheduled.

How to Participate
  1. Complete the Application electronically, or send it by U.S. mail to:

  2. Upon receipt of the application, we will conduct a free building survey to identify the best energy conservation measures for your building. We will then send you the installation guidelines to pass on to prospective contractors.

  3. Solicit bids from a number of contractors. After you get estimates back, send your preferred one to us and we will draw up a Weatherization Agreement. Once this agreement is signed by you and Seattle City Light, work may proceed. (Important note: be sure not to start any work before City Light has signed the agreement.)

  4. When work is completed, we will come out and verify the installation of energy conservation measures, and then send you a check!
