The Utility Discount Program provides a 60% discount on Seattle City Light bills (electricity) and 50% discount on Seattle Public Utility costs (water, sewer, garbage) if in SPU service territory.

HOW DOES THE UTILITY DISCOUNT PROGRAM (UDP) AUTO-ENROLL WORK?


Working in partnership with Seattle Housing Authority (SHA), the utilities are able to identify customers who are within the income eligibility standards of the program. The city will send a letter notifying all income eligible residents that they have been auto-enrolled in the program. After initial notification, customers may choose not to participate by returning a “No Thank You” form sent with the letter or by contacting Seattle City Light at (206) 684-5788.

HOW DO CUSTOMERS PARTICIPATE IN AUTO-ENROLL FOR UDP?

Those who are approved to be auto-enrolled in the discount program are customers who meet the income and household size criteria. Auto-enrolled customers do not have to do anything if they feel that they meet the eligibility requirements and wish to remain enrolled in the program.

WHAT DO CUSTOMERS DO AFTER THEY RECEIVE THE AUTO-ENROLL LETTER?

Nothing! The only action that is required is if they do NOT wish to be enrolled in the program. If they don’t want the discount, they should return the “No Thank You” form attached to the letter or call (206) 684-5788.

THIS IS A GREAT DEAL, WHY WOULD SOMEONE OPT-OUT?

If the customer’s income exceeds the UDP income eligibility level, they must opt-out by sending in the “No Thank You” form. Some auto-enrolled participants will be contacted for post enrollment verification. If they are found to be over-income, they will be removed from the program.

ONCE AUTO-ENROLLED IN THE PROGRAM, HOW LONG DOES ENROLLMENT LAST?

As long as the customer continues to live in the same housing, and their declared income with Seattle Housing Authority is within the income requirements for the Utility Discount Program, they will continue to be enrolled on the program. There is no additional action required.

ONCE AUTO-ENROLLED IN THE PROGRAM, HOW LONG DOES ENROLLMENT LAST?

As long as the customer continues to live in the same housing, and their declared income through Washington State Housing Finance Commission is within the income requirements for the Utility Discount Program, they will continue to be enrolled on the program. There is no additional action required.

WHY DO SOME CUSTOMERS RECEIVE AN AUTO-ENROLL LETTER, BUT NOT OTHERS WHEN THEY LIVE IN THE SAME BUILDING?

It may be that their income needs to be verified. If they have questions, they can contact (206)684-5788 to have a program intake representative review their eligibility.

DO CUSTOMERS LIVING IN SECTION 8 HOUSING QUALIFY FOR AUTO-ENROLL?

Yes.

IF A CUSTOMER OWNS THEIR OWN HOME AND MEETS THE INCOME ELIGIBILITY, CAN THEY BE AUTO-ENROLLED?

No. However, homeowners or tenants living in housing not designated SHA housing are more than welcome to apply for the program using the standard enrollment application process.

HOW DO THE CUSTOMERS KNOW THAT THEY HAVE BEEN AUTO-ENROLLED?

They will receive a letter from the Utility Discount Program informing them they have been auto-enrolled in UDP. Once the discounted rate has been added; their future bills will show the words Utility Discount Program and the dollar amount of the credit.

TENANTS LIVING IN SUBSIDIZED HOUSING THAT ARE NOT RESPONSIBLE FOR THE ELECTRIC AND/OR WATER BILL WILL NOT BE INCLUDED IN THE AUTO ENROLLMENT.
