Shoreline Rate Adjustment
Effective June 1, 2008
Contract Payment: The City of Shoreline, in a letter to Superintendent Jorge Carrasco dated March 30, 2007, notified City Light of its intent to collect a contract payment from City Light on the revenues derived from the distribution portion of Shoreline customer rates, as provided in the franchise agreement, paragraphs 4.1.1 and 4.1.4. This contract payment is 3% on said revenues.
The 3% contract payment will be rolled into Shoreline customers' energy (kWh) rates. Therefore, these rates will be higher than those that went into effect with the comprehensive rate ordinance implemented on January 1, 2007.
Aurora 1 Undergrounding Charge: Based on the franchise agreement between City Light and the City of Shoreline, as of January 1, 2008, City Light began collecting a charge for Shoreline's North City undergrounding project, which was completed near the end of 2006. In the same way, City Light is now implementing a charge for a second Shoreline undergrounding project, the Aurora 1 project, which was completed near the end of 2007. According to Seattle City Light's standard financial practices, City of Shoreline customers will reimburse City Light over 25 years at five percent interest, and that reimbursement will occur in the form of a charge per kilowatt-hour to the customers in the City of Shoreline.
Ordinance 122679 passed by the City Council on April 21, 2008 added a charge of $0.0017 per kWh in the City of Shoreline for Standard Residential and Non-Residential customers to reimburse City Light for the Aurora 1 undergrounding project. The residential rate assistance policy is that low-income customers pay 40% of current residential rates, so the Shoreline low-income rate for the Aurora 1 project is $.0007 per kWh.
