Project Overview:

Underground electrical cable in this area is reaching its useful life and must be replaced. The old cable, which was buried directly in the ground in 1974-1975, will be replaced with new cable placed inside of conduit. This upgrade will reduce the number of outages and allow for quicker repair if necessary. The work involves three phases that happen in this sequence: civil construction to install the conduits for the new cable; electrical construction to pull the cable into place; and restoration of the civil construction. What You Can Expect
  • Trenching to Install the Conduits
    • All trenching will occur in public right-of way
    • Affected streets, sidewalks and driveways will be temporarily restored once the civil construction is completed. Permanent restoration, including new street panels, will be done by the Seattle Department of Transportation (SDOT). Customers can expect significant impacts to vehicular access when restoration is performed. This phase of the project cannot happen until after the threat of snow and ice has passed. SDOT will make it a high priority after that time.
  • Parking and Traffic
    • Temporary parking and traffic restrictions will be in place from 8 a.m. - 4:30 p.m., Monday - Friday
    • Trenches will be plated each night. There will be no parking/traffic restrictions during non-working hours.
    • One arm of E. Boston Terrace will be worked at a time and traffic redirected as needed to help maintain access
    • Crews will do their best in advance to notify homeowners of any access restrictions to driveways
  • Planned Power Outages So Crews Can Safely Work
    • Once conduits are installed, there will be up to (but no more than) two planned outages lasting about 8 hours to pull in the new cable. Outages will NOT occur on consecutive days.
    • Notification will take place by letter or door hanger at least 3 days before the outage.
    • 2/3/2014 Update: Our civil construction crews are making progress. They plan to be finished with the East Boston Terrace portion of the project soon. That would leave only trenching and installing conduit on the East Boston Street segment. We project that the civil construction phase will be finished by the end of February. Following civil construction we will pull in the cable for the new system. We anticipate being completed with that by the middle of April.
