for
Phases 2 and 3 Capacity Planning:
Analysis of Industry Practices and Recommendations




Seattle City Light ("City Light") has just completed Phase 1 of a Capacity Planning investigation into the best practices of other similar utilities. The purpose of Phase 1 of the project was to document transmission and distribution (T&D) capacity planning methods and best practices including:

  • T&D capacity planning processes within the utility at various organizational levels
  • Determinations of customer needs and load requirements, and
  • Engineering design and operating criteria, and
  • T&D Capacity cost risk and cost recovery methods.

During Phase 2 and Phase 3 of this study, the data and practices collected in Phase 1, will be used to develop a framework for structuring the T&D Capacity Plan, investigate the impacts of adopting selected industry practices that differ from current City Light practices and the impacts of adopting selected new technologies.

The duration of this study is limited to the end of 2003 in order to facilitate the implementation of the recommendations for the next budget and planning cycle.

Minimum Qualifications of Proposers Staff

Staff submitted shall not be substituted unless otherwise approved by the Deputy Superintendent of Distribution Planning at Seattle City Light in writing.

Principle(s)

  • The Principle(s) shall have no less than 5 years experience in a utility performing System Planning and / or Load Forecasting studies and/or rates and financial planning.
  • The Principle(s) shall have no less than 10 years of industry experience.
  • A Principle shall show experience with Small Area Forecasts.
  • A Principle shall show experience with Project prioritization processes.
  • The Principle shall be a licensed Professional Engineer.

Project Manager

The Project Manager shall have no less than 7 years experience performing various project studies related to power utilities.

The term of the contract shall extend from the date of execution by the Superintendent of Seattle City Light, or designee, through June 30, 2004. City Light has not identified a budget for this project and City Light, may at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.
