For
Ross Powerhouse Hydro Generator Rebuilt Inspection Services
The City of Seattle, Seattle City Light Department (“SCL”), seeks
to engage a consultant or individual to provide consulting services to act as
an independent Consultant which provides Special Inspection and Clerk of the
Work Services for the generator rebuilding of Seattle City Light’s (SCL)
Hydro-Generator 44 at Ross Powerhouse. The Hydro power plant is located on the
Upper Skagit River, in Whatcom County, State of Washington, and approximately
140 miles northeast of Seattle.
Qualifications at a minimum shall be: The Electrical Construction Inspector
shall be required to meet certain qualifications and experience levels, including,
but not limited to:
- A minimum of 10 years experience in high voltage electrical construction
such as power generation, transmission, switch and substation facilities and
heavy industry uses. 4 years of high voltage electrical engineering experience
may replace a part of this requirement (i.e., up to 4 years engineering plus
6 years construction experience can suffice).
- A minimum of 4 years experience in construction management, construction
contract administration and inspection.
- Demonstrated working knowledge of the role of the Inspector and Clerk of
the Works in the support of construction contract administration on a heavy
industrial electrical construction project
The term of the contract shall extend from the date of execution by the Superintendent
of Seattle City Light, or designee, through December 31, 2008.
SCL has identified a budget between $100,000 to $200,000 for this consulting
service. The actual contract amount will be determined during contract negotiations.
SCL, may at its option, amend the original contract for scope, time, and funding,
subject to the continuing appropriation authority by the Seattle City Council.
NOTE: SCL may elect to extend the contract to include similar services on Hydro-Generator
Unit 31 at Diablo Powerhouse (about 5 miles downstream of Ross Powerhouse) currently
scheduled for 2008.

The contract that is awarded as a result of this RFQ will be awarded in a manner
