The City of Seattle, Seattle City Light Department ("SCL"), seeks to engage a consultant to provide consulting services to review, analyze, and recommend pay levels for Phase 2 Director and Manager positions (Component A), and design and execute a selection process to hire Phase 2 Director and Managers (Component B).

Background
In January 2005, City Light launched Phase 2 of City Light's transformation into a high-performance organization dedicated to employee growth, customer satisfaction and operational excellence.

Phase 1 focused on City Light’s Executive Team and senior management and streamlined City Light into four business units - Power Supply, Customer Service, Human Services and Finance - plus the Superintendent's Office. Phase 2 is focusing on business processes and on the second tier of leadership, the Director/Manager level. Phase 3, later this year, will focus on the rest of the organization.

City Light may at its option, award one to two contracts for this Phase 2 Reorganization work: a contract for "Phase 2 Job Review and Analysis," and a contract for "Selection & Hiring Support for Phase 2 Reorganization."

Term of Contract/Budget/Schedule

The term of the contract shall extend from the date of execution by the Superintendent of City Light, or his designee, to the end of December 2005. The maximum amount of compensation for the contract shall be known during negotiations. City Light estimates that the budget for Component A of the Scope of Work in Exhibit A will be up to $50,000, and the budget for Component B of the Scope of Work will be up to $150,000. SCL, may at its option, amend the original contract(s) for scope, time, and funding, subject to the continuing appropriation authority, if required, by the Seattle City Council.
City Light intends the selection process to proceed as outlined below; however, it reserves the right to modify the dates herein if necessary.

City Light is not responsible for late delivery caused by the U.S. Postal Service or other carriers. Any qualifications received after the deadline will be not be evaluated.



The contract that is awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
